Jörg Mielke
Jörg Mielke (born June 15, 1959 in Hagen , Westphalia ) is a German politician ( SPD ) and has been head of the Lower Saxony State Chancellery with the title of State Secretary since February 19, 2013 .
Life
Jörg Mielke studied law at the University of Göttingen from 1979 to 1984 , where he graduated with the first state examination. He then worked from 1984 to 1987 at Göttingen University as a research assistant. Between 1987 and 1990 Mielke completed his legal clerkship in Bremen . In 1989 he received his doctorate in Göttingen.
District Administrator
Between 1991 and 1995 Mielke headed the legal office in the Osterholz district . In 1995 he was appointed head of the building, environment, culture and tourism department; he headed the department until the end of 2004. In January 2005 was appointed Jörg Mielke with the support of the SPD district Osterholz with 62.26% of all votes elected the district. This made Jörg Mielke the first elected district administrator since the introduction of "single track" administration in the Osterholz district. On November 11, 2011, Mielke was confirmed in his office with 85.46%. His opponents were Oliver Koller (FDP 8.39%) and Norbert Weber (Die Linke 5.96%). Mielke was supported in his re-election by the SPD and the CDU.
Head of the Lower Saxony State Chancellery
After the state elections in Lower Saxony in 2013 , Mielke was appointed head of the Lower Saxony State Chancellery and was confirmed in this position after the state election in Lower Saxony in 2017 . Mielke holds this position as State Secretary .
As head of the State Chancellery, he has full organizational responsibility for the authority.
In terms of content, Mielke is particularly responsible for the area of political planning. This includes the mirror presentations, which coordinate the departments with and between the ministries. Mielke's ultimate responsibility is also the preparation and follow-up of the Cabinet meetings. In his area, the voting behavior of Lower Saxony is brought together at the meetings of the Federal Council and its employees are responsible for the cooperation between the state parliament and the state government.
His area of responsibility includes internal service and the organization of the state administration. The minutes of the State Chancellery, responsible for the preparation and accompaniment of representative tasks of the Prime Minister, are also in his area of responsibility. In addition, Jörg Mielke is ultimately responsible for shaping Lower Saxony's media policy. This also includes the legal supervision of the state media authority. In this context, he represents the state of Lower Saxony in various committees, such as the broadcasting commission of the federal states or the ZDF television council. In addition, the international cooperation and development policy of the state of Lower Saxony fall within his area of responsibility.
Criticism of his administration
In September 2014, allegations of corruption were made during his tenure as district administrator in connection with a chemical company in Ritterhude . These allegations were not confirmed and were refuted by the responsible public prosecutor. Regarding the allegations that he had received gifts in his position as district administrator, he explained in an interview: “At the time, it was the usual practice that I found in my first year as district administrator in the Osterholz district that companies deal with such gifts at the end of the year Thanks for the good cooperation. "
At the beginning of his office in the State Chancellery, additional costs of 180,000 euros for the Braunschweig regional representative were criticized.
