The European Northwest Metropolitan Region (formerly: Metropolitan Region Bremen / Oldenburg ) is one of eleven metropolitan regions in Germany. It includes the Free Hanseatic City of Bremen with the cities of Bremen and Bremerhaven and parts of Lower Saxony . A good 2.7 million people live in the area.
history
Due to the international connection through several ports and airports, the diverse economic sectors and research institutions (universities, technical colleges) as well as the good local cooperation, the region was recognized by the German Ministerial Conference for Spatial Planning (MKRO) on April 28, 2005 as a European metropolitan region. Before that, a joint resolution was passed by regional committees and institutions within a few weeks that demanded recognition as a European metropolitan region. This was solemnly signed on April 12, 2005 in Jever . The district of Osnabrück joined the metropolitan region on July 1, 2010. Over 2.72 million people live in the region and it extends over an area of 13,749 km². 3.8 million people live in the entire northwest.
The metropolitan region in the Département des Bouches du Weser has a historical forerunner from the time of the Napoleonic occupation, both are largely congruent.
aims
The destinations of the Northwest Metropolitan Region include:
- Growing together of the region
- Improving cooperation between municipalities, business and science
- Profiling the metropolitan region as a national and European economic region
- Strengthening competitiveness and the scientific landscape
- Networking and strengthening the existing metropolitan functions
- Initiation and implementation of projects
- Development and implementation of joint solutions for regional tasks.
expansion
The region includes the two largest cities, Bremen and Oldenburg, and other districts and cities, so that there is no sharp spatial delimitation. The basis is the area of the Regional Working Group (RAG) Bremen / Lower Saxony and the Oldenburger Land:
One district cities
- Bremen (due to the extensive overlap of state and urban authorities, not comparable with urban districts in large states)
- Bremerhaven
- Delmenhorst
- Oldenburg (Oldb)
- Wilhelmshaven
Counties
- Ammerland based in Westerstede
- Cloppenburg based in Cloppenburg
- Cuxhaven based in Cuxhaven (overlaps with the Hamburg metropolitan region )
- Diepholz based in Diepholz
- Friesland based in Jever
- Oldenburg based in Wildeshausen
- Osnabrück , based in Osnabrück (The independent city of Osnabrück is not part of the metropolitan region.)
- Osterholz , based in Osterholz-Scharmbeck
- Vechta based in Vechta
- Verden based in Verden (Aller)
- Wesermarsch based in Brake (Unterweser)
Delimitation to neighboring metropolitan regions and the Euregio
The fact that a district belongs to several metropolitan regions is often perceived as strange. Nevertheless, the district of Cuxhaven has joined both the Northwest metropolitan region and the Hamburg metropolitan region. The district of Rotenburg (Wümme) has joined the Hamburg metropolitan region, although it is actually in a middle position between Hamburg and Bremen. A clear assignment of the rural area to one of the two metropolitan areas is not easily possible.
The district of Nienburg , which belongs to the metropolitan region of Hanover-Braunschweig-Göttingen-Wolfsburg, could also join the metropolitan region of Northwest, since the Central Weser region , in the middle of which Nienburg is located, protrudes into the district of Diepholz , which belongs to the metropolitan region of Northwest, and there the The district of Nienburg is located above Bremen on the Weser and between Hanover and Bremen. The integrated municipality of Grafschaft Hoya in the north of the district is more oriented towards Bremen than Hanover.
The district of Osnabrück has been a member of the Euregio , which was founded in 1958 as the first European region. Traditionally, most Osnabrück residents feel connected to Westphalia and have long been oriented towards Münster and, via the Euregio, towards Twente ( Netherlands ). Due to its connection to the Northwest Metropolitan Region, the Osnabrück area continues to maintain the close relationships to the north that arose during the time of the Weser-Ems administrative district in Lower Saxony .
Infrastructure
Although the area of the metropolitan region is not congruent with the Bremen / Lower Saxony transport association , it largely corresponds to it geographically.
In the metropolitan region is the area of the municipal association Lower Saxony / Bremen with 28 members and currently (2016) 1.05 million people.
