Ministerial Conference on Spatial Planning

The Ministerial Conference for Spatial Planning ( MKRO ) is a body in which the German federal states work together in the areas of spatial planning and regional planning .

The MKRO consists of the ministries and senators responsible for state planning and the federal minister responsible for spatial planning (since 2018 the federal minister of the interior, for construction and homeland ). The task of the MKRO is to provide mutual information and coordination on fundamental issues and positions relating to spatial planning and spatial development (see Section 19 (4 ) ROG ). These include in particular:

  • Guiding principles of spatial development
  • Questions of spatial planning in the European Community and in the larger European area
  • Fundamental questions of cross-border cooperation in spatial planning
  • Questions of doubt about the coordination of space-relevant plans and measures
  • Questions of doubt about the consequences of realizing the requirements of spatial planning in neighboring countries and in the federal territory in its commonality

The MKRO formulates political positions on fundamental spatial planning issues and drafts resolutions and recommendations on important issues and questions. Notes and resolutions of the conference have no legal effect, but are recommendations with political binding force.
