Lothar Hagebölling

Lothar Hagebölling (born October 10, 1952 in Coesfeld , Münsterland ) is a German political official . Between July 2010 and March 2012 he was Head of the Office of the Federal President and previously State Secretary and Head of the State Chancellery of Lower Saxony .

Life and work

After studying political science and law in Bielefeld and Göttingen , Hagebölling completed his legal clerkship in the district of the Braunschweig Higher Regional Court . In 1983 he received his doctorate from the Technical University of Braunschweig . He remained connected to the Lower Saxony state administration and worked for the Braunschweig district government, the city of Peine and in the Ministry of the Interior. From 1986 he was personal advisor and head of the office of Prime Minister Ernst Albrecht . From 1990 to 1998 Hagebölling headed the general department for the state budget in the Lower Saxony Ministry of Finance. In his last professional position before his appointment as State Secretary, he was President of the Lower Saxony State Office for Remuneration and Pensions.

Hagebölling lives in Braunschweig and is culturally involved there, in the volunteer fire brigade and as honorary professor and chairman of the university council at the TU Braunschweig.

politics

After the success of the CDU and FDP in the state elections in Lower Saxony in 2003 , Hagebölling was appointed State Secretary in the Lower Saxony Ministry of Finance, led by Hartmut Möllring (CDU). From May 1, 2006, he succeeded Gabriele Wurzel (CDU) as State Secretary and head of the State Chancellery. From February 1, 2007 to August 2010, Hagebölling represented the state of Lower Saxony on the ZDF television council .

On July 5, 2010 he was appointed head of the Federal President's Office by Christian Wulff , making him the highest-ranking civil servant state secretary.

In January 2012 the question arose whether in 2010 he had not told the Lower Saxony state parliament the truth about the financing of the controversial North-South dialogue. In connection with this project, the then Federal President Christian Wulff - who had been criticized since December 2011 - dismissed his long-term confidante and advisor Olaf Glaeseker (see Wulff affair ).

In February 2012, Hagebölling declared that he was biased and passed the matter on to his deputy, Rüdiger Hütte, when it came to the decision of the Office of the Federal President whether Christian Wulff should receive the honorary salary intended for former Federal Presidents after his resignation .

Wulff's successor Joachim Gauck said goodbye to Hagebölling on March 19, 2012 for temporary retirement and appointed David Gill to head the office of the Federal President.
