Hans Neusel (born September 10, 1927 in Dortmund ; † December 12, 2013 in Bonn ) was a German lawyer and high political official in the Federal Republic of Germany . 1990 committed terrorists of the RAF to bomb him.

Life

Neusel became an air force helper in 1944 , then drafted into the Reich Labor Service (RAD). In 1945 he did his military service before being taken prisoner by the British for a few months . In 1947 he passed his Abitur. In 1948 he passed an interpreting exam and then studied law in Münster. After a short time in the coal and steel industry (1958/59), his career began in various federal ministries. In 1962, Neusel became the personal assistant to Ludger Westrick , the State Secretary in the Ministry of Economic Affairs under Ludwig Erhard . After Erhard's move to the Federal Chancellery, he followed suit and in 1967 became the personal advisor to the new Chancellor Kurt Georg Kiesinger . After losing the 1969 election, he went with his boss into the opposition and worked in various functions for the CDU parliamentary group.

After the CDU / CSU had again become the strongest force in parliament in the 1976 elections and once again provided the Bundestag President with Karl Carstens , Neusel became head of the presidential office in the Bundestag administration . He followed Carstens as State Secretary and Head of the Office of the Federal President in 1979 in his new role as Federal President, where he held office until 1984. After that, Neusel was put into temporary retirement, but remained the Federal Chancellor's agent in the ad hoc committee for One Europe Citizen . He was reactivated in 1985 and remained State Secretary in the Federal Ministry of the Interior until 1992 under the ministers Friedrich Zimmermann , Wolfgang Schäuble and Rudolf Seiters .

From 1994 to 1998 Neusel was a member of the supervisory board of VEBA subsidiary Raab Karcher AG in Essen. With a letter to the editor from Neusel published on June 2, 2005 in the Frankfurter Allgemeine , the public learned about Karl Dönitz's "Political Testament" .

On July 27, 1990, Hans Neusel survived a bomb attack by the "Jose Manuel Sevillano" command of the Red Army faction on his car at the Bonn-Auerberg motorway exit, a few hundred meters from the Ministry of the Interior, only because his driver was on vacation and the State Secretary was on vacation Vehicle, an unarmored BMW 7 Series , steered himself, so unexpectedly sat on the left side.
