The Ehard I cabinet formed the state government of the Free State of Bavaria from December 21, 1946 to September 20, 1947 . The formation of a government was preceded by the election to the 1st Bavarian State Parliament after the end of World War II . Thus, the Ehard I cabinet was the first state government in the post-war period that came into being on the basis of democratic elections and was not installed by the US occupying power . Although the CSU had an absolute majority of seats in the state parliament , Hans Ehard formed a coalition government made up of the CSU, SPD and WAV , which initially had a majority of 171 of the 180 seats in the state parliament. The only minister of the WAV, Alfred Loritz , resigned on June 24, 1947 on suspicion of perjury and black market deals . He was followed by Ludwig Hagenauer , so that Ehard led the first grand coalition of the CSU and SPD in Bavaria.

On September 15, 1947, the SPD ministers resigned and the SPD left the coalition government. Thereupon Prime Minister Ehard formed a pure CSU government with the Ehard II cabinet.
