The Bavarian Chamber of Dentists (BLZK) , with more than 16,500 dentists and dentists, the largest dental professional representation at the country level in Germany. The Bavarian Medical Professions Chamber Act forms the legal basis for this self-governing body . The responsible supervisory authority is the Bavarian State Ministry for Health and Care .

The tasks of the BLZK are carried out by volunteer dentists and by the state office of the Bavarian State Chamber of Dentists.

organs

Organs of the chamber are the general assembly and the board. The general assembly elects, among other things, a president and a vice-president as well as four delegates from among their number as members of the board . In addition, the board of directors consists of the first chairmen of the dental district associations as well as a professor of dentistry to be seconded by the medical faculties of the state universities . There are clinics for dentistry, oral and maxillofacial medicine in Bavaria at the LMU Munich, the TU Munich, the University of Regensburg, the University of Erlangen and the University of Würzburg. The board of directors must convene the general assembly for an ordinary meeting at least once a year. In principle, the meetings of the General Assembly are public. The Board of Directors conducts the day-to-day business of the Bavarian State Dental Association under the chairmanship of the President (if the Vice President is prevented from doing so). The President acts and represents the Chamber in and out of court.

District dental associations

The chamber consists of 70 delegates from the dental district associations (ZBVe) and those board members who were not elected from among the delegates. There are eight ZBVe in Bavaria. The district dental associations are under the supervision of the Bavarian State Dental Association and the respective district government . Members of the ZBVe are all dentists who are authorized to practice their profession and who work as a dentist in Bavaria or - without being a dentist - have their main residence in Bavaria. Since the law on the Chamber of Health Professions was amended on August 1, 2013, every dentist in Bavaria can only be a member of one dental district association (so-called mono-membership), instead of several (so-called multiple membership), depending on the places of activity.

State office of the BLZK

The regional office in Munich takes care of the administrative business. The regional office is headed by a general manager or managing directors who take part in the meetings of the general assembly and the board of directors in an advisory capacity.

Program and mission statement

The Chamber actively brings the concerns of the dental profession and their patients into the health policy discussion. Its mission statement is shaped by the commitment to the free practice of the dentist and a culture of freelance work that is increasingly restricted by over-regulation or interference by the social legislature in the dentist-patient relationship .

Job and family

The number of female dentists is increasing continuously. The younger dentists are in Bavaria, the higher the proportion of women dentists. This is shown by the figures from the Bavarian State Dental Association. As early as 2010, the chamber asked female dentists in Bavaria about the compatibility of family and work. The Institute for Liberal Professions in Nuremberg has published the results.

  • On July 1, 1927, the Bavarian State Parliament created the basis for the professional representation of the medical professions with the law on the professional representation of doctors, dentists, veterinarians and pharmacists ("Bavarian Medical Law") . Membership became compulsory for all licensed dentists in Bavaria .
  • In January 1928, at the constituent assembly of the Bavarian State Chamber for Dentists, Sanitätsrat Rotenberger (first chairman) and Fritz Linnert (second chairman) were elected chairmen of the chamber.
  • The last statutory elections took place in 1933.
  • With the establishment of the Reich Medical Association and the enactment of the Reich Medical Order in 1935, the activity of freely elected self-governing bodies in Germany ended .
  • After the Bavarian Doctors Act (1946) came into force, dental representatives meet in Munich for the first general assembly after the Second World War on May 18, 1947. The delegates decide on the new statutes of the Bavarian State Dental Association.
  • On June 23, 1948, the Association of German Dental Professional Representatives was founded in Rothenburg ob der Tauber . The chairmen were Fritz Linnert and Erich Müller.
  • In 1953 the dentists and dentists merged . The "Federal Association of German Dentists e. V. “(BDZ) - predecessor of today's German Dental Association - is founded in March in Rothenburg ob der Tauber. The Bavarian dentists represent Albert Theo Westphal, Hans Fick and August Siebecke.
  • The Bayerisches Zahnärzteblatt has been published since January 1962, initially as a newsletter of the Association of Statutory Health Insurance Dentists in Bavaria (KZVB), and from March 1963 also as a newsletter of the BLZK.
  • The two presidents Wolfgang Mzyk and Erich Pillwein were members of the NSDAP in the Third Reich , but this was kept a secret before, during and after their terms of office.
  • Since January 2017, due to previous elections at the KZVB, there has been a personal union between the offices of the President of the BLZK and the Chair of the Executive Board of the KZVB.
  • In January 2018 the BLZK celebrates its 90th anniversary. In this context, the new administration building of the office on the grounds of the WerkStadt Sendling in the Munich district of Mittersendling will be inaugurated.

Social facilities

With the Dr. Fritz Linnert Memorial Foundation, the BLZK fulfills its mandate to create social institutions. The foundation was established in 1949. It is named after Fritz Linnert, former president of the Bavarian State Dental Association. The foundation supports needy Bavarian dentists as well as their relatives and survivors with one-off or ongoing donations. It pursues exclusively and directly charitable purposes. The Board of Trustees decides independently who to support. Further social institutions of the chamber are an aid fund and a support fund.

Topics and priorities of the BLZK

Quality management

The chamber supports the Bavarian dentists in the introduction and further development of a quality management system. By participating in the BLZK's QM system, contract dentists also meet the requirements of Section 135a SGB ​​V. Since June 2012, the BLZK has been providing quality management services for dentists on the Internet with the “QM Online der BLZK”. In addition, the Chamber's advanced training academy, eazf GmbH, offers various advanced training and consulting services on the subject of quality management.

Practice management

The practice management unit has been advising resident dentists for over 40 years. Since the legislature continuously issues recommendations, ordinances and laws that affect practice management, the BLZK works closely with political representatives and authorities.

Together with the professional association for health and welfare services (BGW), the chamber has developed an alternative concept for company medical and safety- related care (BuS). This enables dentists to carry out occupational health and safety tasks independently in their practice. The annual report to the BGW about which practices in Bavaria are taking part in the alternative, needs-based care is made via the BLZK. By registering with the BLZK, the participating practices also fulfilled their own obligation to notify the BGW. The BGW does not carry out any routine inspections by supervisors in the supervised practices.

Dental fees

The Chamber provides information on questions about the application and interpretation of the fee schedule for dentists ( GOZ ) and for doctors ( GOÄ ). Dentists, patients and payers can get advice. In addition, the chamber advocates the interests of dentists in Bavaria in terms of performance and fee law, most recently in the amendment of the GOZ in 2012.

Appraisal

The chamber maintains a nationwide expert service for Bavaria. The assessors are appointed, according to appraiser order of BLZK by the Board of the Chamber on the proposal of competent Dental Association district if their qualifications meet the requirements of the order of the appraiser BLZK. Patients who have made use of private services (i.e. private patients or those with statutory health insurance who have made use of services in addition to the services of the statutory health insurance) and suspect treatment errors can commission a BLZK expert to provide a private opinion.

Bavarian Dental Day

The Bavarian Dental Day is the central advanced training event of the BLZK for dentists and practice staff. The participants come from all over Germany and the German-speaking neighboring countries. It has been held annually in Munich since 1959. It is a meeting place for political and professional representatives and a training congress for practicing dentists in one. The Bavarian Chamber of Dentists and the Association of Statutory Health Insurance Dentists in Bavaria are preparing the Bavarian Dental Conference in cooperation.

Dental training

The chamber regulates dental training in its advanced training regulations . In Bavaria there is a "specialist dentist for oral surgery" and a "specialist dentist for orthodontics". The training courses last four years. The Chamber has been following the so-called Bavarian Way since 2004 : Dentists complete dual training, consisting of curricula and practical work. In orthodontics, a three-year curriculum, which has to be completed in parallel to the subject-specific further training in the further training facility, replaces the previously mandatory clinical year.

Dental advanced and advanced training based on the current state of science is the mandate of the advanced training facility of the Bavarian Chamber of Dentists, eazf GmbH. Independent of industry, the academy offers a wide range of topics. The high standards of the "chamber training" obliges eazf to cover the entire range of dental training in the sense of the advanced training mandate of the BLZK.

The chamber communicates with dentists in Bavaria and the public in several publications.

The Bayerische Zahnärzteblatt (BZB) is the official bulletin of the Bavarian Chamber of Dentists. According to the statutes of the BLZK (§ 10), the chamber publishes its announcements in the BZB. The Bavarian State Dental Association publishes the BZB together with the Bavarian Association of Statutory Health Insurance Dentists in an editorial community. Since October 2007, the corporations have handed over the publishing activities of the BZB to teamwork media GmbH.

Circulars inform all dentists in Bavaria about important topics.

The BLZK website is aimed at dentists, dentistry students, dental professionals and the general public. The Chamber has set up another website under the title “zahn.de - Healthy in the Mouth” specifically for questions from patients about oral health. A third website of the chamber, blzk-compact.de, answers questions about the profession of dentist. It is aimed at students, employees, the self-employed and those who give up their practice.

Patient advice

The chamber offers professionally competent, neutral, quality-assured patient advice. The counseling offers support and complement the personal consultation with the treating dentist in the practice.

  • The patient hotline of the Bavarian dentists is a joint advice service of the BLZK and KZVB. Those seeking advice are forwarded to the appropriate contact person for the corporations.
  • The dentists at the telephone clinic at the BLZK answer questions about dental and oral health.

Prophylaxis / geriatric dentistry / handicapped dentistry

As part of its mandate to help promote, maintain and restore the oral health of the population, the Bavarian State Dental Association advocates the prophylaxis of people of all age groups.

Arbitration Board

The arbitration board of the BLZK is an independent commission for the arbitration of disputes between dentists and patients . The arbitration board tries to reach an out-of-court settlement between the dentist and the patient in all disputes arising from the treatment relationship. The arbitration board consists of a lawyer with mediator training and a dentist with many years of treatment experience. All members decide independently.

A patient or a dentist who is alleged to have committed a breach of duty during the examination or treatment can submit an application to initiate the arbitration procedure. Both the patient and the dentist must agree to the procedure. The procedure is based on mediation. It is the parties themselves who agree on a legally binding solution - in the course of a mediation meeting under the guidance of the lawyer and the dentist with experience in the treatment. The applicant bears the fee for carrying out an arbitration procedure.

Bavarian medical care

The general assembly of the BLZK has, among other things, the task of electing a representative for the state committee of Bavarian medical care. Bayerische Ärzteversorgung is the joint professional pension scheme for doctors , dentists and veterinarians in Bavaria.

Vocational education

As a professional self-government , the Bavarian State Dental Association is interested in providing dentists with the basics for professional political engagement in dental corporations and associations. The courses in professional political education are open to all dentists from Bavaria.

Dental professionals

The statutory law for the training and further education of dental professionals in Bavaria is written by the Bavarian Chamber of Dentists. As the competent body, the chamber has set up an examination board for the final examination for dental assistants (ZFA).

X-ray site

According to the Radiation Protection Ordinance, the X-ray unit of the Bavarian Dentists in Nuremberg has to ensure the quality of the use of ionizing radiation on humans in dentistry. Every dental X-ray machine in Bavaria is checked every three years according to a standardized procedure. The aim is to minimize patient exposure to radiation and to optimize the diagnostic use of radiation.
