Jörg Felgner (born October 4, 1972 in Schlema ) is a German political official and politician ( SPD ). In Saxony-Anhalt he was Minister for Economics, Science and Digitization in the Haseloff II cabinet from April 25, 2016 to November 13, 2016 . Before that, he had been State Secretary in the Ministry of Finance of the State of Saxony-Anhalt since 2011 . He resigned because of several reports that were presumably awarded without a tender.

Family and education

Felgner studied from 1991 to 1994 at the University of Applied Sciences for Public Administration in Kehl , where he graduated with a degree in administrative management . After his civil service in 1995/96, he took up a distance learning course at the Distance University in Hagen in the subjects of political science, history and law, which he completed in 2006 with the academic degree Magister Artium .

Felgner is married and has one daughter.

Political career

From 1997 to 1998 Felgner worked in the office of the Bundestag member Eberhard Brecht ( SPD ). From 1998 to 2004 he worked for the SPD Saxony-Anhalt . In 2004 he switched to the SPD parliamentary group as personal advisor to the parliamentary group chairman Jens Bullerjahn and in 2006 joined Bullerjahn in the Ministry of Finance of Saxony-Anhalt as its office manager. On April 20, 2011, Felgner was appointed one of Bullerjahn's state secretaries ( Haseloff I cabinet ). He resigned the mandate won in the state elections in Saxony-Anhalt in 2016 when he was appointed Minister for Economics, Science and Digitization of the State of Saxony-Anhalt in the Haseloff II cabinet on April 25, 2016 . Jörg Felgner has been on the board of the "Moses Mendelssohn Academy Halberstadt" foundation since August 2018 and has been with the GBI Group since January 2019.

Committee of Inquiry and resignation in 2016

Felgner came under fire in autumn 2016 because of several reports, which had been awarded to the Institute for Structural Policy and Economic Development (ISW) in Halle by the state parliament in some cases without a tender. The owner of the ISW is close friends with the former finance minister Jens Bullerjahn . At the request of the AfD parliamentary group and the coalition groups of the CDU , SPD and Bündnis 90 / Die Grünen , the state parliament of Saxony-Anhalt set up the 15th investigative committee on September 29, 2016 . From 2004 to 2006 there was the 9th committee of inquiry "Advisory services" due to similar incidents . The committee is to investigate whether in particular the Ministry of Finance of the State of Saxony-Anhalt in the period from April 19, 2011 to April 11, 2016 “violated budgetary, public procurement and / or other legal provisions when awarding consultancy contracts” - to the Time when Felgner, as State Secretary, was responsible for these processes. Some of these contracts are signed by him; there is a suspicion that the state parliament and its finance committee (to which every contract of 20,000 euros or more must be submitted for approval) were deliberately and deliberately circumvented.

On November 13, 2016, Felgner submitted his resignation as a result of the investigations.
