The Ministry of Finance of the State of Saxony-Anhalt has been the state's highest financial authority since the state was re-established in 1990. It has been headed by Minister Michael Richter ( CDU ) since June 20, 2019 . State secretaries in the Ministry of Finance are Rüdiger Malter as head of office and Klaus Klang .

history

After the Second World War, there were initially no ministries. In the "Provincial Administration of Saxony" formed in 1945, President Erhard Hübener was responsible for finances . In 1946 a Ministry of Finance was founded, which existed until the state was dissolved in 1952.

With the re-establishment of the state of Saxony-Anhalt in 1990, the Ministry of Finance was also re-established. This has remained unchanged under this name since then.

tasks

In the Ministry of Finance, all income and expenditure in the country are forecast, planned and monitored. A budget is drawn up here for each year. First for the years 2005/2006, then for 2008/2009, 2010/2011, 2012/2013, 2015/2016, 2017/2018 and, it is intended, also for 2020/2021 double households were set up. In anticipation of the financial planning for the next few years, the medium-term financial planning is drawn up, which serves to present the basic lines of financial policy over a period of five years.

Taxes are the largest revenue item in the state budget. In 2007, Saxony-Anhalt succeeded for the first time in operating without new debt, i. i.e. the net borrowing was 0 euros. The repayment of debts, which until then had amounted to around EUR 20 billion, should begin in 2009. However, this initially did not succeed in view of the financial and economic crisis , the country's share of the defensive measures to be taken against the crisis and the slump in tax revenues. The repayment of old debts began in 2014.

Financial policy

Saxony-Anhalt not only meets the requirements of the constitutionally anchored debt brake. It was also possible to set further important foundations: The repayment of state debts was steadied at EUR 100 million annually. This should reduce the country's debts by half a billion euros by 2020.
