The election for the seventh state parliament of Saxony-Anhalt took place on March 13, 2016. The state parliaments in Baden-Württemberg and Rhineland-Palatinate were also elected on this day . The election in Saxony-Anhalt resulted in the first coalition of CDU , SPD and Greens at state level ( Haseloff II cabinet ). This alliance is known as the Kenya Coalition .

Starting position

After the state elections in Saxony-Anhalt in 2011 , the state government formed from the CDU and SPD continued its work, now with Reiner Haseloff as Prime Minister. In the run-up to the state elections in 2016, it was decided to dissolve state electoral districts 32 (Hettstedt) and 42 (Nebra) and to reallocate the remaining electoral districts .

Electoral system

There were 43 constituencies in Saxony-Anhalt. Election proposals from parties that were not represented in the state parliament of Saxony-Anhalt or the German Bundestag had to submit so-called supporters' signatures in addition to the other documents in order to participate in the election. As in the federal election, each voter had two votes. With the first vote , one of the 43 direct mandates was elected. With the second vote, which is decisive for the allocation of seats in the state parliament, a party or electoral association was elected via the state list .

Parties and Applicants

State lists (state election proposals) could only be submitted by political parties. A total of fifteen state nominations and 283 district nominations were approved. CDU, Left and SPD ran in all 43 constituencies with a direct candidate, GREENS in 42 and FDP in 39. There were also seven individual applicants.

Coalition statements

CDU

Reiner Haseloff ( CDU ) said in early 2015 that it was too early to make statements about the coalition. In December 2015, the CDU state chairman Thomas Webel ruled out a collaboration with the AfD. The goal is a continuation of the black-red coalition.

left

Wulf Gallert ( left ) declared that his goal was to form a red-red coalition . If necessary, he would also integrate the Greens into a red-red-green coalition .

SPD

Katrin Budde ( SPD ) declared that she wanted to prevent a coalition under a Prime Minister of the Left and become Prime Minister herself. She did not rule out a government led by the left, but would then not take office in either the parliamentary group or the government. If a red-red majority did not come about, it would advocate a red-red-green coalition. If the SPD cannot lead the government, a member survey should decide on a possible coalition.

Green

According to Claudia Dalbert , the Greens did not rule out a coalition with the CDU. A change is needed, however, and this must have a “socio-ecological signature”. She confirmed that informal talks were held with the SPD and Der Linken in order to find joint projects for a red-red-green coalition.

Result

Majorities in the constituencies

The official final result was published on March 24, 2016 by the state returning officer of Saxony-Anhalt. This resulted in a postponement of the mandate compared to the preliminary final result. According to the regional returning officer Christ Dieckmann, there were "transmission errors" in some polling stations. According to information from the MDR, these were polling stations in Genthin (district of Tuchheim), Halle / Lettin and Wolmirstedt (Gutenberg school). Among other things, AfD votes for the Alliance for Progress and Awakening were allotted. The errors were uncovered through information from outsiders and an examination by the district returning officer. The correction shifted a mandate from Die Linke to the AfD .

Consequences

Since the CDU, AfD and the Left had mutually excluded government cooperation with each other before the election, the election result only resulted in a realistic coalition on the evening of the election, namely the so-called “ Kenya coalition ”, a novelty at the state level.

After several weeks of coalition negotiations between the CDU , the SPD and the Greens , the coalition agreement entitled "Future opportunities for Saxony-Anhalt - reliable, fair and sustainable" was signed by the three parties on April 23, 2016 .

Two days later, on April 25, 2016, Reiner Haseloff was re-elected as Prime Minister in the second ballot by the state parliament and the Haseloff II cabinet was sworn in, in which the CDU holds six and the SPD two departments . The appointment of the Ministry for the Environment, Agriculture and Energy by the Greens met with considerable criticism from farmers and parts of the CDU in advance because of the agricultural component, as they feared greater regulation of fattening and food companies.
