The Saxony-Anhalt research portal is an information platform on research, scientific innovations and technology transfer in the state of Saxony-Anhalt , in which 87 research institutions (universities, colleges, research institutions, research-based companies) participate with more than 12,000 projects, research topics and 80,000 publications. The aim of the portal is to mediate research contacts between science and industry.

History of the research portal

In 1998 Otto von Guericke University Magdeburg began developing a standardized research database based on the research database of the University of Konstanz . The Magdeburg further development was used by the universities of Greifswald and Potsdam . In 2000, with the support of the state of Saxony-Anhalt, work began on developing the state portal for universities and colleges. In the next expansion stage, it was possible to take up companies from 2003. In 2004 and 2005, work was carried out on the automatic generation of research reports, the integration of publications with interfaces to the library servers and an email information service for research funding. To support the financing, a sponsoring concept was drawn up in 2007 in order to depict companies as sponsors and to integrate them into the portal. In the same year an event calendar was added.

In 2008, online support was integrated for users, which was recognized as a finalist in the European E-Government Award in 2009 as one of two German projects. During this time, the interface to the website of the KAT competence network of the state of Saxony-Anhalt was created.

In 2010 the research portal was expanded to include electronic publication reporting with interfaces to the major library systems ( Pubmed , Scopus , Web of Science ) so that semi-automatic publication processing could be ensured. In 2011, citation numbers were automatically read out and displayed in the publications. A fundamental relaunch began in 2013. With the support of the Magdeburg agency webvariants , work was carried out on a modern design and clear user guidance, and a view of research was created especially for companies. This view went online as the Saxony-Anhalt innovation portal in October 2014 . A year later, the relaunch of the research portal for the visitor's view was completed.

Administration and data maintenance

The Saxony-Anhalt research portal was developed and administered by the Otto von Guericke University Magdeburg. The data maintenance is carried out by the project managers of the universities, colleges and research institutions themselves. This ensures that the entries are up-to-date. Publications are imported from the research institutions' OPAC library systems. The universities of the State of Saxony-Anhalt generate the research reports with the help of the research portal.

Sponsorship and funding

The state portal is 45% financed by state and EU subsidies. The participating research institutions jointly finance a further 45%. The remaining 10% is covered by sponsorship money from the industry. In the long term, a staff position for support and further development is planned. At an annual operator conference, the institutions involved are given an account of the progress of the project and the use of funds.

Technology transfer

The Saxony-Anhalt research portal supports the technology transfer of results from science to business. Companies can search for research results and make contacts on a uniform platform. If no solution can be found using the various search functions, then it is possible to make a contact request or request live support via chat. The administrators then look for suitable experts and pass the request on.

Research portals: trends and examples

In recent years the trend has been moving away from state portals and towards individual solutions for research institutions. With the establishment of high-performance commercial systems (e.g. Pure , Converis ), which are not only research information systems , but are also used as funds management systems and planning instruments , the research administration has to make the decision as to which services are needed and which means are used. Commercial systems are much more expensive for the research institutions and also require far greater staffing than the joint use of a state portal that was developed in-house and tailored closely to user requirements. An in-house development cannot offer long-term operator security.
