Karl-Heinz Paqué (born October 4, 1956 in Saarbrücken ) is a German economist and politician ( FDP ). From 2002 to 2006 he was Minister of Finance in Saxony-Anhalt . Since 2018 he has been chairman of the Friedrich Naumann Foundation for Freedom and Deputy President of the Liberal International .

Scientific career

Karl-Heinz Paqué studied economics at the Universities of Saarbrücken and Kiel and the University of British Columbia from 1975 to 1980 ; In 1980 he completed his studies in Kiel with a degree in economics. In the following years he worked as a research fellow at the Institute for World Economy at the University of Kiel and, funded by the DAAD , as a research fellow at the Center for Study of Public Choice in Blacksburg (Virginia) (headed by James M. Buchanan ). In 1983 he returned to the Faculty of Economics and Social Sciences at Kiel University as a research assistant, where he received his doctorate summa cum laude in 1986 with the thesis Philanthropy and Tax Policy: An Economic Analysis of the Promotion of Private Charity . Until 1989 he worked there as a university assistant. His most important academic teacher was Herbert Giersch .

After receiving a scholarship from the DFG in 1990, he headed Research Department I Growth, Structural Policy and the International Division of Labor at the Institute for World Economy at Kiel University from 1991 to 1996 as Scientific Director and later Professor . In 1995 he completed his habilitation and in 1996 was awarded the honorary professorship of the State of Schleswig-Holstein “in recognition and in recognition of his outstanding services to the Institute for the World Economy at the University of Kiel and to empirical economic research” . In the same year he was appointed to the chair for international economics in the Faculty of Economics at Otto von Guericke University Magdeburg . In 1999 Paqué joined the FDP. From 2001 to 2007 Paqué was deputy state chairman of the FDP in Saxony-Anhalt.

In the state elections in Saxony-Anhalt in 2002 , he was elected to the state parliament of Saxony-Anhalt . In the coalition of CDU and FDP he was appointed Finance Minister of the federal state of Saxony-Anhalt on May 17, 2002 . Paqué ran as the top candidate for the FDP in the state elections in Saxony-Anhalt in 2006 , in which the FDP halved its share of the vote from 2002. Nevertheless, Paqué was elected parliamentary group chairman of the FDP parliamentary group in a vote against the previous incumbent Veit Wolpert . In a lawsuit filed by Linkspartei.PDS, ex-finance minister Paqué was confirmed by the state constitutional court in 2006 that he should not have released the rental money for the state surveying office by passing the state parliament's finance committee. According to the Magdeburger Volksstimme, the verdict was of groundbreaking importance because the powers of the government were limited and the power of the state parliament in financial matters was expanded. From 2003 to 2007 Paqué was and since December 2013 a member of the federal executive committee of the FDP. He is vice-chairman of the Federal Committee for Economics and Labor and a member of the Federal Committee for Finance and Taxes of the FDP.

Paqué had withdrawn from state politics on April 1, 2008: He resigned the chairmanship of the parliamentary group and resigned his state parliament mandate, with the following justification: “The reasons for my decision are primarily personal. Politics is not everything. After six years in state politics - four years as finance minister and two years as parliamentary group leader - the time has come for me to resume my work as a scientist and academic teacher. "

On January 28, 2017, Karl-Heinz Paqué was elected as a direct candidate of the Magdeburg constituency for the 2017 federal election, but missed entry into the 19th German Bundestag .

Paqué is married to Sabine Paqué. She is an art historian, but has for a long time mainly worked in the field of social services and social policy. She was a member of the Magdeburg city council for the FDP from 2004 to 2009. She was the initiator of the Magdeburg hospice district . In September 2018 he finally took over the chairmanship of the foundation from Wolfgang Gerhardt . At the 62nd Congress of the Liberal International (LI) in Dakar in December 2018 , the delegates elected Paqué as Deputy President.
