Herbert Giersch (born May 11, 1921 in Reichenbach , Lower Silesia Province , † July 22, 2010 in Saarbrücken ) was a German economist .

Life

Giersch studied from 1939 to 1942 Economics in Wroclaw and Kiel and in 1948 at the Westphalian Wilhelms University in Munster , where he worked as an assistant since 1947, with a thesis on "balancing the burdens of war from the standpoint of social justice" for Dr . rer. pole. PhD . From 1948 Giersch was a fellow at the London School of Economics and Political Science and worked as a consultant for the Organization for European Economic Co-operation, OEEC in Paris (1950 to 1951 and 1953 to 1954). In 1950 he completed his habilitation and from 1951 to 1953 he was a private lecturer at the Westphalian Wilhelms University. In 1954 and 1955 he was a deputy professor at the Technical University of Braunschweig . In 1955 he was appointed full professor at Saarland University . He was visiting professor at Yale University (1962 and 1977 to 1978).

Herbert Giersch was appointed a founding member of the Advisory Council in 1964 to assess macroeconomic developments and until 1970 had a decisive influence on the work of this body and the annual reports. Giersch coined the term “ concerted action ” - but later became an offer theorist .

In 1969 Giersch moved to the Christian-Albrechts-Universität zu Kiel as a full professor and, as Erich Schneider's successor, also became President of the Institute for World Economy there . He held both positions until 1989. From 1986 to 1988 he was President of the Mont Pèlerin Society .

Giersch coined the term in 1985 Euro sclerosis to describe the policy of Europe in the 70s and 80s and was a signatory of the Euro-critical manifesto The monetary policy decisions of Maastricht: A danger for Europe (1992). Furthermore, the term “dictation of empty coffers” goes back to him, with which Giersch describes a political strategy to push through a cut in government spending against resistance. Instead of directly cutting social policy expenditures, Giersch recommended reducing the state's income side through tax cuts and thus reducing its leeway.

Giersch was involved in numerous scientific organizations. From 1960 to 2007 he was a member of the Scientific Advisory Board at the Federal Ministry of Economics and Technology . Giersch had been a member of the Order Pour le Mérite for science and the arts since 1991 . The Herbert Giersch Foundation , based in Frankfurt am Main, is named after him.
