Hans-Ulrich Rülke (born October 3, 1961 in Tuttlingen ) is a German politician of the Free Democratic Party . In the state parliament of Baden-Württemberg he represents constituency 42 (Pforzheim) and has been chairman of the FDP / DVP parliamentary group since 2009.

education and profession

After graduating from high school in Singen , Rülke did his military service in Roth near Nuremberg and Neuhausen ob Eck . Rülke then studied German, politics, history and sociology at the University of Konstanz . He completed this course in 1987 with the first state examination for teaching at grammar schools. He was then in 1991 with a thesis on God's image and poetics at Klopstock Dr. phil. PhD. In 1993 he passed the second state examination for teaching at grammar schools (assessor examination). He then worked as a teacher at the Hilda-Gymnasium in Pforzheim , until he worked as a specialist advisor for the Karlsruhe High School Office from 2001 to 2006. Due to his civil service status, he is currently on leave of absence for the State of Baden-Württemberg as Director of Studies.

Political party

Rülke joined the FDP in 1985. In 2000 he became chairman of the FDP district association Pforzheim / Enzkreis, and in 2001 he became a member of the state board of the FDP Baden-Württemberg . Since 2013 he has been the party's deputy state chairman. At the 113th state party convention of the FDP on June 13, 2015, Rülke was unanimously elected with two abstentions as the top candidate of the Free Democrats for the state election in March 2016.

In January 2018, Rülke was elected by the chairmen of the FDP parliamentary groups in Europe, the federal government and the federal states as spokesman for the FDP parliamentary group chairmen's conference. In this function he coordinates the substantive work of the FDP in the parliaments and represents the FDP parliamentary groups externally. Within the liberal party, he represents the parliamentary groups in the two most important governing bodies of the FDP, the Federal Presidium and the Federal Executive Committee .

Rülke was elected to the Pforzheim municipal council in 1999 and was chairman of the FDP parliamentary group there from 2001 to April 2011. Since May 2014 he has been chairman of the FDP / Free Voters municipal council group. Since June 2019 he has been chairman of the FDP / FW / UB / LED parliamentary group and thus head of the largest parliamentary group in Pforzheim's local parliament. In July 2019, the Pforzheim City Council unanimously elected him First Deputy Mayor of the City of Pforzheim in an honorary capacity.

In 2006, Rülke was elected as a representative of constituency 44 (Enz) in the state parliament of Baden-Württemberg. On June 16, 2009 he was elected for the first time by the FDP / DVP parliamentary group in the state parliament of Baden-Württemberg as their chairman. After returning to the state parliament on March 27, 2011, he was again elected parliamentary group chairman. He was also the parliamentary group's financial and economic policy spokesman. For the 2016 state elections , Rülke also ran in the Pforzheim constituency. He won a mandate for the FDP in both constituencies. Since he did 0.2 percentage points better in Pforzheim with 10.6%, he now represents this constituency in parliament, while the substitute candidate Erik Schweickert represents the constituency of Enz. In 2016 and 2018 he was again confirmed as chairman of the FDP / DVP parliamentary group and can now look back on the longest term in office of a chairman in the history of this group.

Rülke is Protestant, married, has three children and lives in Pforzheim.

Rülke often takes the floor in political debates. His sometimes exaggerated style and his sharp verbal attack on the political opponent have earned him the nickname "Brüllke".
