Walter Döring (born March 15, 1954 in Stuttgart ) is a German politician ( FDP ). He was Deputy Federal Chairman of the FDP and from 1996 to July 14, 2004 Minister of Economics for the State of Baden-Württemberg .

Life

After graduating from high school near St. Michael in Schwäbisch Hall , he studied history and English in Tübingen and obtained his doctorate. phil. In 1982 he entered the school service and until 1988 taught as a teacher, first at the high school in the Taus in Backnang , then at the high school near St. Michael in Schwäbisch Hall. As the first and so far only member of the Baden-Württemberg state parliament, he voluntarily gave up his official status as a teacher.

In 1980 he became a member of the FDP . In 1981 he became district chairman of the FDP Schwäbisch Hall / Crailsheim / Limpurger Land, since 1983 he was a member of the FDP state executive committee for Baden-Württemberg, was state chairman from 1985 to 1988 and was re-elected in 1995. In 1996 he achieved 9.6% of the vote with the Southwest Liberals. In his own constituency he even got 19.7%. From 1985 to 1988 and from 1995 to 2004 he was a member of the FDP federal executive committee. On July 1, 2004, he resigned from the post of state and deputy federal chairman of the Liberals.

In 1984 Döring was elected to the city council of Schwäbisch Hall. From 1984 to 1996 he was a member of the district council of the Schwäbisch Hall district. From 1988 to 2006 he was a member of the state parliament of Baden-Württemberg , including from 1988 to 1996 as chairman of the FDP / DVP parliamentary group. From 1996 he was Minister of Economics in Baden-Württemberg ( Cabinet Teufel III and Cabinet Teufel IV ) in a coalition government of the CDU and FDP / DVP.

On June 18, 2004, he announced his resignation from all his offices on July 1, 2004 due to a controversial donation from PR entrepreneur Moritz Hunzinger . Döring's FDP district association had received a DM 10,000 donation from Hunzinger in 1999. The donation exactly matched the amount for which the Minister of Economics had commissioned a survey from a survey institute belonging to the Hunzinger Group . For formal reasons, Döring had to remain in office as Minister of Economics until July 14, 2004, until his successor was sworn in. Döring's successor as chairwoman of the FDP regional association Baden-Württemberg was Birgit Homburger .

In April 2004, Döring's immunity as a member of the state parliament and also as a member of the Federal Assembly had been lifted. The Karlsruhe public prosecutor's office investigated him on suspicion of accepting benefits . According to the former office manager of Dörings, Margot Haussmann , the waste company FlowWaste, a subsidiary of FlowTex from Ettlingen , should not have managed a party donation of 10,000 DM in favor of the Minister of Economics through the party fund. Since the Justice Minister and party colleague Corinna Werwigk-Hertneck Döring should have informed of details about the investigation, an investigation was carried out against her. She also resigned on July 22, 2004, but denied the charge.

Döring announced in 2005 that he would be leaving politics. In November 2012 he declared that he wanted to apply for the top candidacy of the Baden-Württemberg FDP for the 2013 federal election because the situation of his party was tearing him apart. During the nomination party convention, Döring withdrew his candidacy and Dirk Niebel was elected as the top candidate (instead of the state chairman of Homburg).

Döring is married for the second time and lives in Schwäbisch Hall .

Activities in business

In October 2004 he took on a board position at the Stuttgart management consultancy REM AG . In the same month he was elected chairman of the supervisory board of the kitchen manufacturer Alno AG . As a minister, he had given the company state guarantees of EUR 8.5 million. He resigned his chairmanship of the supervisory board at the end of 2006 in connection with the acquisition of a majority stake by Münchner Küchen Holding GmbH, which combines the shares of the financial investor GermanCapital (Munich) and the Hellwig family.

From January 2007 Döring took over the chairmanship of the supervisory board of the Black Forest rim manufacturer BBS in Schiltach, replacing the 71-year-old Hans Peter Hirner. In the course of 2005, REM AG (board member and shareholder: Döring) took over restructuring advice for BBS. The monthly fees for REM AG up to January 2007 amounted to several tens of thousands of euros. After the insolvency application of BBS Motor Vehicle Technology on February 7, 2007, Döring was criticized for being on vacation in Vietnam at the time of filing the application . It was therefore assumed that, as chief inspector, he had not made sufficient efforts to save the company.

In 2010 Döring was first chairman of the supervisory board and then deputy chairman of the board of Windreich AG . During the annual press conference in 2012, he took the CEO and sole shareholder Willi Balz by surprise by announcing that he was leaving the board as a vice-president and only wanted to work as a consultant. On March 6, 2013, files were also confiscated from Windreich AG's private rooms as part of a search by the Stuttgart public prosecutor's office. Döring said the allegations did not affect his former department, he felt "absolutely clean".
