The constituency of Pforzheim (constituency 42) is a state electoral district in Baden-Württemberg . In the last state election in 2016, it comprised the urban district of Pforzheim and the communities of Birkenfeld , Engelsbrand , Ispringen and Kieselbronn from the Enz district . 95,813 residents were entitled to vote.

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. The Pforzheim constituency has always been one of the smallest constituencies in terms of population. Its area was initially identical to the urban district of Pforzheim , until the low population growth compared to the national trend for the state elections in 1992 led to a first change in the constituency structure. The municipality of Birkenfeld from the neighboring constituency of Enz was assigned to the constituency of Pforzheim. For the 2011 state elections , the communities of Engelsbrand, Ispringen and Kieselbronn were also incorporated into the Pforzheim constituency.

Elections and MPs since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The previous regulation, which provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts, has only allowed two applicants from the very small constituency of Pforzheim to win a second mandate since 1976.

In the 2001 state elections, the member of the Bundestag, state chairwoman and top candidate of the SPD Baden-Württemberg for the office of Prime Minister Ute Vogt ran against Stefan Mappus ( CDU ) in this constituency . The SPD gained 8.2 percentage points nationwide in this election and Ute Vogt even achieved a vote increase of 13.5 percentage points in the constituency. However, this was not enough to win the direct mandate or a second mandate. Vogt, who had won the direct mandate in the Bundestag election in 1998 in the Pforzheim constituency , therefore did not move into the state parliament in 2001 and remained a member of the Bundestag until 2005. In this context, she was accused of not seriously striving for a mandate in the state parliament, especially since a candidacy in a larger constituency would have been possible without any problems.

The current leader of the FDP parliamentary group , Hans-Ulrich Rülke , who also lives in Pforzheim , has been a candidate in the neighboring constituency of Enz . Rülke ran for the state elections in 2016 in both the Enz and Pforzheim constituencies. He won a mandate in both constituencies, which is why his substitute applicant Erik Schweickert moved up for the constituency of Enz.
