The constituency of Stuttgart II (constituency 02) is a state electoral district in Baden-Württemberg . In the 2011 state elections, it comprised the districts of Birkach , Degerloch , Möhringen , Plieningen , Sillenbuch , Vaihingen and Hedelfingen of the Stuttgart district . 90,670 residents were eligible to vote.
The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. The four Stuttgart constituencies remained unchanged during this period until the 2006 state elections. However, changes in the constituency layout were made for the first time for the 2011 state election. The aim was to largely equalize the size of the four Stuttgart constituencies. That is why the constituency of Stuttgart II has been reduced in size, despite the previously below average population, and the district of Hedelfingen has in future been incorporated into the constituency of Stuttgart IV .

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . Up until the 2006 election, these mandates were allocated according to the absolute number of votes at the level of the administrative districts; since the 2011 election, the allocation has been based on the relative proportions of votes.
