District reform Baden-Württemberg 1973

Effective January 1, 1973, a district reform took place in Baden-Württemberg in which 32 districts were newly formed and three districts remained unchanged or almost unchanged. Already in the years before, i. H. Since 1967, there had been reclassifications of individual communities in preparation for the district reform. In addition, the voluntary phase of territorial reform in Baden-Württemberg had been running since 1970 , during which there had already been several community amalgamations across the district boundaries.

In the literature and in the reports prepared on the occasion of the reforms, social and internal administrative developments are listed that justify a reorganization of the territorial layout of the administrative districts, districts and communities of Baden-Württemberg. These are:

  1. the greater demand for administrative services;
  2. the increased lag in the administration offer;
  3. the urban / rural divide;
  4. the need for public planning as well
  5. higher population numbers to fulfill administrative tasks.

In terms of administrative services, there was an increasing shift from regulatory to service management. The administration system that had existed up to that point was unable to keep pace with the increased demands. An administrative improvement was particularly necessary in the surrounding areas of the larger cities, especially since the population in rural areas near the city was rising steadily. The new administrative units were to fulfill a newly desired planning function. In addition, if possible, minimum numbers of residents should be set in order to enable the administrative potential to specialize.

Composition of the counties

The lists essentially reflect the District Reform Act of July 26, 1971. Deviations and subsequent changes to the district boundaries are added as comments.

Alb-Danube district

The district of Emmendingen was changed only to a minor extent.

Only a few communities in the Freiburg district came to the district area:

  • the municipality of Jechtingen on January 1, 1973
  • As a result of the community reform, which was not yet completed, the two communities Kiechlinsbergen and Leiselheim were reclassified after 1973.

District of Göppingen

The district of Göppingen remained essentially unchanged.

There were only the following changes:

  • The place Lenglingen was changed to the city of Göppingen. Until 1972 it belonged to the community of Großdeinbach , district of Schwäbisch Gmünd , then was incorporated into the city of Schwäbisch Gmünd and then joined Göppingen in 1973.
  • Even before the district reform in 1973, the district of Göppingen had been enlarged by three places: On April 1, 1972, the municipality of Maitis (district of Schwäbisch Gmünd) was assigned to the district of Göppingen as a result of its incorporation into the city of Göppingen. Furthermore, Türkheim and Waldhausen, both of which belonged to the Ulm district until 1970/1972 , were incorporated into the town of Geislingen an der Steige on January 1, 1971 and March 1, 1972, respectively, and thus became part of the Göppingen district.

Heidenheim district

The district of Heidenheim remained almost unchanged. On July 1, 1974, only the small hamlet of Sontbergen in the community of Amstetten was incorporated from the former district of Ulm into the district of Heidenheim and changed to the community of Gerstetten .
