The regional constituency of Eppingen (constituency 19) is a regional constituency in Baden-Württemberg . Since the state elections in 2016, it has included the communities Abstatt , Bad Rappenau , Beilstein , Brackenheim , Cleebronn , Eppingen , Gemmingen , Güglingen , Ilsfeld , Ittlingen , Kirchardt , Lauffen am Neckar , Massenbachhausen , Neckarwestheim , Pfaffenhofen , Schwaigern , Siegelsbach , Untergruppenbach and Zaberfeld in the district Heilbronn .
The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. The constituency of Eppingen essentially replaced the previous constituency of Heilbronn-Land II .
The neighboring constituency of Heilbronn , the area of which was initially identical to the urban district of Heilbronn and which had too low a population in the constituency comparison, was enlarged in 2006 to include the municipality of Erlenbach from the Neckarsulm constituency . However, this change turned out to be insufficient with regard to further population development. A comprehensive change was therefore made for the 2011 state election, and from the constituency of Eppingen, the larger of the two neighboring constituencies of Heilbronn, the municipalities of Flein , Leingarten , Nordheim and Talheim are incorporated into the constituency of Heilbronn. At the same time, the municipality of Erlenbach is reassigned to the Neckarsulm constituency, according to the statement of the Ministry of the Interior “to avoid that 18 Heilbronn municipalities from two other constituencies are assigned to the constituency”.

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The previous regulation provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts.
