The state constituency of Singen (constituency 57) is a state electoral district in the south of Baden-Württemberg . It includes the communities of Aach , Bodman-Ludwigshafen , Büsingen am Hochrhein , Eigeltingen , Engen , Gailingen am Hochrhein , Gottmadingen , Hilzingen , Hohenfels , Mühlhausen-Ehingen , Mühlingen , Orsingen-Nenzingen , Rielasingen-Worblingen , Singen (Hohentwiel) , Steißlingen , Stockach , Tengen and Volkertshausen from the district of Constance .

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. Since then, there have been no changes affecting the Singen constituency.

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The regulation valid until 2006, which provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts, disadvantaged the Singen constituency, as it was always one of the smallest in terms of population compared to the other constituencies in the Freiburg administrative region .

This made it difficult for applicants in the Singen constituency to gain second mandates. The electoral system is therefore the main reason why the Singen constituency was only represented in the state parliament by a directly elected member of the CDU from 1976 to 2011 .
