The Heilbronn constituency (constituency 18) is a state electoral district in Baden-Württemberg . Since the state elections in 2011, it has included the urban district of Heilbronn and the communities of Flein , Leingarten , Nordheim and Talheim from the district of Heilbronn . In 2016, 100,841 residents were eligible to vote.
The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. Like its predecessor, the Heilbronn-Stadt constituency that existed from 1952 to 1972, the Heilbronn constituency was always one of the smallest constituencies in terms of population. Its area was initially identical to the urban district of Heilbronn until the low population growth compared to the national trend for the state elections in 2006 led to a first change in the constituency structure. The municipality Erlenbach from the neighboring constituency Neckarsulm was assigned to the constituency Heilbronn. However, this change turned out to be insufficient with regard to further population development. A comprehensive change was therefore made for the 2011 state elections, and from the Eppingen constituency , the larger of the two neighboring constituencies, the communities of Flein , Leingarten , Nordheim and Talheim were incorporated into the Heilbronn constituency. At the same time, the Erlenbach community was reassigned to the Neckarsulm constituency, according to the Ministry of the Interior “to avoid that 18 Heilbronn municipalities from two other constituencies are assigned to the constituency”.

Elections and MPs since 1976
In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The regulation that was valid until the 2006 election, which provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts, has so far disadvantaged applicants from the very small constituency of Heilbronn considerably. In the 2001 and 2006 elections, not even the SPD was able to win a second mandate, although the city of Heilbronn is still one of the strongholds of the party at the state level.
The Heilbronn constituency has been represented by the following members of the state parliament since 1976:
Political party | Type of mandate | Elected |
---|---|---|
CDU | First mandate |
Ulrich Stechele 1976, 1980, 1984 Johanna Lichy 1996, 2001, 2006 Alexander Throm 2011 |
SPD | First mandate | Dieter Spöri 1988, 1992 |
Green | First mandate | Susanne Bay 2016 |
SPD | Second mandate |
Günter Erlewein 1976, 1980, 1984 Dieter Spöri 1996, resigned from office in February 1997 Rainer Hinderer 2011, 2016 |
FDP | Second mandate | Nico Weinmann 2016 |
AfD | Second mandate | Rainer Podeswa 2016 |
