The constituency of Lake Constance (constituency 67) is a state electoral district in the south of Baden-Württemberg . In the last state elections in 2011, it comprised the communities of Bermatingen , Daisendorf , Deggenhausertal , Eriskirch , Frickingen , Friedrichshafen , Hagnau am Bodensee , Heiligenberg , Immenstaad am Bodensee , Kressbronn am Bodensee , Langenargen , Markdorf , Meersburg , Oberteuringen , Owingen , Salem , Sipplingen , Stetten , Überlingen and Uhldingen-Mühlhofen from the Lake Constance district . 127,151 residents of the constituency were entitled to vote.

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. The constituency of Lake Constance was initially identical to the Lake of Constance district , but had to be downsized for the first time for the 1992 state elections due to above-average population growth. That is why the communities of Neukirch and Tettnang were assigned to the constituency of Ravensburg . In the state elections in 2011, the municipality of Meckenbeuren was also incorporated into the constituency of Ravensburg.

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The regulation, which was valid until 2006, provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts. In connection with the changes in the constituency boundaries for the 1992 state elections for the constituency of Lake Constance, this meant that the FDP member and later Minister of Justice Ulrich Goll lost his mandate in this election to Dietmar Schöning , the party’s internal competitor in the Tübingen constituency , after he had won the mandate four years earlier against his party friend Hinrich Enderlein (also constituency of Tübingen) because of the higher number of votes.

Since the CDU was entitled to more seats in the Tübingen administrative region in 1976, 1980 and 1984 than there were constituencies there, it was assigned one or two additional second mandates for substitute applicants in the constituencies with the highest number of absolute votes. In 1976, the constituency of Lake Constance was the constituency with the second highest number of votes for the CDU.

The Greens were able to win a second mandate for the first time in the constituency of Lake Constance with Martin Hahn in 2011; previously they had only narrowly failed in five elections. In 1984, 1155 votes were missing in the entire administrative district of Tübingen, so that the ninth and last Green seat would have been allocated to this administrative district and not to the administrative district of Stuttgart . In 1988, 2011 votes were missing against the administrative district of Karlsruhe . In both cases the second mandate would have been awarded in the constituency of Lake Constance. The sub-distribution according to the D'Hondt procedure , which disadvantaged Tübingen as the smallest administrative district , was also decisive . In 1996, 2001 and 2006, the green applicants from the constituency of Lake Constance failed with comparatively little backlog compared to Thomas Oelmayer ( Ulm ). In 1996 45 votes were missing, in 2001 there were 129 votes, in 2006 it was 84, although in the last two cases the applicants from the Reutlingen constituency were even less behind.
