The constituency of Biberach (constituency 66) is a state electoral district in the south-east of Baden-Württemberg . In the last state election in 2011, it comprised the communities of Achstetten , Alleshausen , Allmannsweiler , Altheim , Attenweiler , Bad Buchau , Bad Schussenried , Betzenweiler , Biberach an der Riß , Burgrieden , Dürmentingen , Dürnau , Eberhardzell , Erlenmoos , Ertingen , Gutenzell-Hürbel , Hochdorf , Ingoldingen , Kanzach , Langenenslingen , Laupheim , Maselheim , Mietingen , Mittelbiberach , Moosburg , Ochsenhausen , Oggelshausen , Riedlingen , Schemmerhofen , Schwendi , Seekirch , Steinhausen an der Rottum , Tiefenbach , Ummendorf , Unlingen , Uttenweiler , Wain and Warthausen from the Biberach district . 131,900 of the total 179,878 residents of the constituency were eligible to vote.

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. The constituency of Biberach was initially identical to the district of Biberach , but had to be downsized for the first time for the 2006 state elections due to the above-average population growth. Therefore the communities Berkheim , Kirchdorf an der Iller and Tannheim were assigned to the constituency of Wangen . For the 2011 state elections, the municipalities of Dettingen an der Iller , Erolzheim , Kirchberg an der Iller and Rot an der Rot were also incorporated into the constituency of Wangen.

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates .

The electoral district of Biberach has been represented by the following members in the state parliament since 1976:

Political party Type of mandate Elected
CDU First mandate Wilfried Steuer 1976, 1980, 1984, 1988
Gerd Scheffold 1992, 1996
Peter Schneider 2001, 2006, 2011
Thomas Dörflinger 2016
CDU Second mandate Franz Baum 1976, 1980, 1984
Green Second mandate Oswald Metzger 2006, non-attached from November 27, 2007 , resigned from office on February 8, 2008
Eugen Schlachter , moved up on February 18, 2008
REP Second mandate Josef Huchler 1996

Since the CDU was entitled to more seats in the Tübingen administrative district in 1976, 1980 and 1984 than there are constituencies there, it was assigned one or two additional second mandates for substitute applicants in the constituencies with the highest number of absolute votes. The constituency of Biberach was the constituency with the highest number of votes for the CDU.
