Oswald Metzger (born December 19, 1954 in Grabs , Switzerland ) is a German politician and publicist. From 1974 to 1979 he was a member of the SPD and from 1987 to 2007 a member of Bündnis 90 / Die Grünen . For this he was a member of the German Bundestag from 1994 to 2002 and in the state parliament of Baden-Württemberg from 2006 to 2008 . He has been a member of the CDU since April 2008 . From September 1, 2016, Metzger was editor-in-chief for the online debate magazine " The European " and was also responsible for the quarterly print edition. On February 15, 2018, it was announced that Metzger would be heading the Berlin office of Tichys Insight .

Life

education and profession

Metzger grew up with his grandparents in Bad Schussenried in Upper Swabia . His single mother was a hotel employee in Buchs ( Canton St. Gallen ). Metzger spent his high school days in the Regina Pacis Episcopal Study Center in Leutkirch in Allgäu , at the Johann Vanotti High School in Ehingen and at the Spohn High School in Ravensburg .

After graduating from high school in Ravensburg in 1975 and doing community service in the state psychiatric hospital in Bad Schussenried, he began studying law at the Eberhard Karls University of Tübingen in 1976 , which he finished in 1982 without a degree. At the end of the seventies he was co-editor of the left-wing alternative newspaper project Der Motzer . From 1980 to 1986 he was the owner of a typing office in Bad Schussenried. From 1986 to 1994 he was the state manager of the local political association Green / Alternative in the councils of Baden-Württemberg , based in Stuttgart . Metzger ran for mayor three times in vain , twice in Bad Schussenried, where he lived until 2011, and once in 2010 in Ravensburg. In his second candidacy on December 19, 1993, he failed in the first ballot with 49.2%, just short of the required absolute majority.

Party career

Metzger was a member of three parties. From 1974 to 1979 he was a member of the SPD.

The green

In 1987 Metzger became a member of the Greens.

Metzger advocated a coalition with the CDU , which he viewed as an “approximation to the origins of the Greens” through which his party could have restored the “structural majority ability of the German bourgeoisie”. Metzger was a member of the green-black pizza connection .

During his time as a member of the Bundestag for the Greens, there were repeated clashes with his party, as Metzger protested against reducing his diet by paying taxes to the party. He repeatedly provoked his numerous opponents with ordoliberal positions, which he preferred to communicate via the media and which were sometimes described by them as "extreme".

The increasing differences between Metzger and his party escalated in the run-up to the federal delegates' conference of the Greens in Nuremberg in November 2007. Metzger rejected the proposed concept of an unconditional basic income as well as the alternative of a needs-based basic security model put forward by the federal executive of the Greens . Depending on the party congress resolutions, he announced a possible transfer to the CDU. In this context, he also stated that many welfare recipients see their purpose in life in “stuffing carbohydrates or alcohol into themselves, sitting in front of the television and doing the same for their own children.” This statement was also criticized within the party. By the chairman of the parliamentary group of the Greens, Renate Künast , he was asked to "consistently implement his thoughts of resignation". Metzger replied that he felt stigmatized and that he refused to withdraw his statement. It should be prevented that “my criticism of the socio-political ideas of the federal executive is taken seriously by the delegates in Nuremberg and could thus contribute to the defeat of the party leadership”.

Metzger finally resigned from the party on November 27, 2007.

CDU

On March 25, 2008, Metzger announced that he would join the CDU and seek a candidacy for the direct mandate in the 2009 Bundestag election in the constituency of Biberach. However, Metzger had not coordinated his project with the CDU. Franz Romer , whose Bundestag mandate Oswald Metzger wanted to take over, told a newspaper that he expected Metzger's application for membership to be rejected by the local CDU district executive.

In April 2008, Metzger was accepted into the CDU by the CDU district association Biberach. On July 1, 2008, he started as one of the applicants for the direct mandate of the constituency , as announced , but lost in the decisive vote against the farmer Josef Rief . On September 19, 2008, he ran for the direct mandate of the Lake Constance constituency and lost in the third ballot with 327 of 689 valid votes against Lothar Riebsamen . After his defeat, he declared that he had failed because of the animosity of the apparatus, not because of his green past. Metzger stated that his toughest opponents were Ulrich Müller and Andreas Schockenhoff . Metzger emphasized that the machine did not want any competition, especially not someone who he had the impression of stealing the show. It's about nothing else than food envy.

In the nomination of the CDU direct candidate for the 2013 federal election of the constituency of Ravensburg on July 7, 2012, Metzger dropped out in the second ballot with a result of 18.2% (compared to Andreas Schockenhoff with 39.6% and Hans-Jörg Leonhardt with 26.4 % %) from the competition for the Bundestag candidacy.

From October 2011 to October 2013, Metzger was Deputy Federal Chairman of the Mittelstands- und Wirtschaftsunion (MIT) of the CDU. In October 2013 he was defeated by the CDU member of the Bundestag, Carsten Linnemann, in the election for federal chairman of the SME Union. Metzger has been vice chairman of MIT in Baden-Württemberg since June 2010, and was last re-elected on September 13, 2014. Since July 2011, Metzger has also been an assessor on the CDU Baden-Württemberg's state board .

Member of Parliament

From 1980 to 2002 Metzger was a member of the Independent List of the Bad Schussenried municipal council and from 1984 to 1986 and from 1989 to 2004 the district council of Biberach . There Metzger was a member of the faction of the Ecological-Greens Alliance , a joint faction of the Greens and the ÖDP .

From 1994 to 2002 he was a member of the German Bundestag . He was a member of the finance committee and chairman of his parliamentary group there. During this time he gained a reputation as a financial expert. He advocates budget consolidation and a stronger market economy profile for the Greens. For example, he opposed part of the procurement of the Airbus A400M military aircraft because only part of it (5.1 of 9.4 billion euros) had been approved by the Bundestag's budget committee. Since Defense Minister Rudolf Scharping (SPD) had contractually guaranteed higher orders to his European partners, he demanded his resignation, even though Scharping was a member of the same government coalition as he was. He described himself as an "ordoliberal Greens".

After Metzger was defeated by Cem Özdemir in a competitive vote for 6th place on the Baden-Württemberg state list in 2002 , he decided not to run for the Bundestag again. In 2005 he failed to gain a promising place on the list in the early federal election . As a direct candidate not on the list , he received 14.0% of the first votes in constituency 293 (Biberach / Wangen) .

Metzger was a candidate for the Baden-Württemberg state parliament in 2006 . He was unanimously set up as a direct candidate by the district association of the Greens in Biberach and achieved 16.7% for the Greens, the second strongest result in the constituency of Biberach . Because of Baden-Württemberg's right to vote, Metzger was able to move into the state parliament. In the state parliamentary group, Metzger was the financial policy spokesman and, alongside Winfried Kretschmann, a member of the state parliament's finance committee. After leaving the party, Metzger resigned from the state parliament on February 8, 2008.

Other engagement

Metzger ran for the election of the Lord Mayor of Ravensburg on March 14, 2010. In the first ballot he landed in second place behind Daniel Rapp with 29.1% of the votes . In the second ballot on March 28, 2010, he lost with 47% of the valid votes.

In 2002 Metzger started his own business as a speaker. He regularly gives lectures at trade fairs and congresses, the tenor of which is described in the media as being market-free.

Since leaving the German Bundestag until the end of March 2005, he was a Bertelsmann Stiftung Fellow in the Demographic Change project and the first Distinguished Fellow of the German Institute for Economic Research (DIW) in Berlin.

Oswald Metzger is a member of the Ludwig Erhard Foundation and has been one of three deputy chairmen since June 2014. He was a member of the Convention for Germany from 2003 to January 2014 , and has been a full-time "Executive Secretary" for the Convention in the Berlin office since February 2014.

For the initiative New Social Market Economy he blogged regularly every two weeks in the INSM-Ökonomenblog.

Metzger works as a freelance publicist. Among other things, he wrote regularly for the Handelsblatt and under the title "Einspruch" for the Fuldaer Zeitung .

Private

Oswald Metzger is married and has lived in Ravensburg since 2011 .

Political positions

According to his own statement, as a professional politician, Metzger “always advocated the basic principles of the market economy: freedom , competition and subsidiarity ”.

Flat tax

Metzger calls for a uniform marginal tax rate for all types of income (also known as the flat tax model). In 2010 he stated that the tax rate, which would then apply to all types of income, should be between 30 and 35 percent. For counter-financing, he proposes a comprehensive reduction in subsidies.
