Daniel Tobias Wolfgang Rapp (born May 22, 1972 in Erlangen ) is a German politician ( CDU ). Since June 7, 2010 he has been Lord Mayor of Ravensburg . Before that he was mayor of Sigmaringen from July 2006 to May 2010 .

Life

Rapp grew up in Riedlingen in Upper Swabia and attended the local high school there . The family on his father's side came from Ravensburg. After graduating from high school, he did his basic military service in 1992 at the international remote surveillance school in Weingarten . During this time he was also trained as a parachutist . From 1993 he studied law at the Eberhard-Karls-Universität Tübingen and completed his legal clerkship in Tübingen, Freiburg and Stuttgart. In 2004 he was in Tübingen with work mediation in administrative law: possibilities of integrating meditative elements in the opposition proceedings with Fritjof detention and Michael Ronellenfitsch to Dr. iur. PhD . During his studies he became a member of the KStV Alamannia Tübingen in the KV .

In 2000 he was admitted to the bar. In 2003 he joined the state administration of Baden-Württemberg ( Konstanz tax office ). In 2004 he worked at the Stuttgart IV tax office, where he was responsible, among other things, for communal financial equalization. In 2005 he was appointed to the Policy Department of the State Ministry of Baden-Wuerttemberg and was Councilor in the Department of Policy Planning in the State Ministry of Baden-Wuerttemberg .

Daniel Rapp is married to Elisabeth Rapp, née Bill, for the second time. The couple have one son.

From July 2006 to May 2010 Rapp was mayor of the district town of Sigmaringen. In the election on July 9, 2006, he received 94.5 percent of the vote in the first ballot, with a turnout of 32.3 percent. During his tenure as mayor, the foundation stone of the new building for the life sciences faculty at Albstadt-Sigmaringen University was laid in 2007 . Other focal points of his tenure as mayor of Sigmaringen were:

  • Creation of a municipal business and tourism promotion
  • Setting the course for the green project 2013
  • Extension and renovation of the town hall
  • Restoration of the historic prince's garden
  • Redesign of the west entrance to the city and the uncovering of the Josefskapelle

Rapp has been Lord Mayor of Ravensburg since June 7, 2010. In the first ballot he came in first with 46.3 percent of the vote, ahead of Oswald Metzger . In the second ballot on March 28, 2010, he won the election with 51.8 percent of the vote.

Since the financial situation of the city was tense due to a structural deficit and from 2011 due to an ongoing legal dispute with the city of Stuttgart over trade tax income of the WGV Holding , the first years of Rapp's tenure were characterized by discussions about cuts in all areas of the city's voluntary tasks . A strategic budget consolidation made it possible to improve the city's administrative budget permanently by three million euros a year. The dispute over trade tax was ended in July 2015 by a settlement that was partially advantageous for Ravensburg. Despite this financial challenge, it was possible that the finance budget of the city of Ravensburg was even better in 2017 than before the legal dispute: the reserves were higher than the liabilities.

In a new "town hall" proposed by Rapp in 2010 to be built on the site of the former police headquarters in Seestrasse, the municipal offices spread across many buildings were to be combined in order to save rent and energy costs in the long term. These plans to reorganize the administration were resumed in a different form after the WGV comparison was concluded: the construction administration was combined in an existing office building in Deisenfang, Wilhelminian style villas in Seestrasse were sold, the tenancy for the Weingartner Hof was not extended. This resulted in three locations for the three departments of the city administration: Department I (Citizen Services etc.): Historic Town Hall / Citizens' Town Hall; Department II (specialist offices): New building in Seestrasse; Department III (Building and Environment): Technical Town Hall in Deisenfang. With this bundling, an improvement of the service for the citizens and a more economical accommodation should be achieved.

During Rapp's tenure in Ravensburg, the opening of the Ravensburg Art Museum 2013 , which had already been decided upon, also falls . Shortly after the opening, this building received the German Architecture Prize. In 2015 the art museum was named “Museum of the Year” (International Association of Critics AICA). In the same year, the neighboring Museum Humpis-Quartier was the first museum in Baden-Württemberg to receive the "Museum Prize Baden-Württemberg" (Toto Lotto Society).

The urban development plan “Ravensburg 2030” was drawn up in 2015 through extensive public participation. Concrete measures have already been implemented in the various fields of action (e.g. housing, traffic, green spaces):

  • Alliance for Affordable Housing
  • Serpentine path on the Veitsburg slope as a three-dimensional city garden
  • Weststadt family get-together (including KitaPlus)
  • European Energy Award in Gold (best result in southern Germany, third recertification)
  • Capital of biodiversity
  • Volunteer fair in the Oberschwabenhalle 2015

During Rapp's tenure, important urban redevelopment measures were carried out, such as the redevelopment of the Spohn building (Albert Einstein and Spohn high school, construction volume approx. 19 million euros), street redesigns (e.g. Obere- and Untere-Breite-Straße), making the Schussen tangible As part of a flood protection measure along the Schussensiedlung.

New residential construction was mainly carried out through internal development (Bezner area; conversion of the so-called Rinker area), but also in new building areas (e.g. Angele-Straße in Eschach, Oberer Büchelweg, living on Hofgut / Weststadt).

Another focus of Rapp's activities was the accompaniment of significant private investments, e.g. in the Bahnstadt redevelopment area (Postareal, AOK, i-live student apartment, new Raiffeisenbank building), around 35 million euros were invested in the redevelopment and revitalization of the Gänsbühlcenter. Among other things, a large retail space for the Swedish fashion group H&M was created here. The settlement of a large grocery store in this center has strengthened the quality of living in the old town.

Rapp emphatically advocated the further construction of the B30. After the groundbreaking in summer 2013, the first section of the B30 should be opened to traffic in autumn 2017. Rapp also successfully campaigned for the Molldiete tunnel to be included in the urgent needs of the 2016 Federal Transport Infrastructure Plan.

Other important focal points in Rapp's political work were:

  • Expansion of the DHBW by a further location in the city center (old theater, media design)
  • Social housing: Ravensburg was one of the few cities to build new social housing before the immigration of refugees (residential project Fischerwiese Südstadt)
  • Ravensburg developed into an important health cluster in the 2010s. Particularly noteworthy are the investments in the new construction of the Elisabethen Hospital and the expansion of the Heilig-Geist-Spital.
  • Expansion of the child- and family-friendly city: Very early, above-average expansion of childcare for under-three-year-olds, all-day offers, day-care centers, childcare during holidays and other offers for children and young people. In 2015, Ravensburg was recognized as a "family-conscious municipality" (Arbeitsgemeinschaft Netzwerk Familie Baden-Württemberg)
  • New concept for municipal business development: Business development agency is the single point of contact for all corporate issues (portfolio development, relocation, start-ups, etc.). Bundling of all economic issues (including city marketing and commercial space brokerage) in one department at the OB.
  • Ravensburg is a fair trade city (award in 2012)
  • Through a comprehensive castling, the new housing of the music school, the revitalization of the wood market, the construction of a new hotel (culture and congress hotel in conjunction with the concert hall) and the rescue of the robbers' den is sought.

Moral courage

In the knife attack on civilians in downtown Ravensburg, Daniel Rapp made the mentally ill offender give up on September 28, 2018. In the middle of the Upper Swabian city, the 21-year-old had previously attacked three people at a bus stop in Charlottenstraße, at Frauentor and on the centrally located Marienplatz.
