The constituency of Balingen (constituency 63) is a state electoral district in Baden-Württemberg . It includes the communities Albstadt , Balingen , Bisingen , Bitz , Dautmergen , Dormettingen , Dotternhausen , Geislingen , Grosselfingen , Haigerloch , Hausen am Tann , Meßstetten , Nusplingen , Obernheim , Rangendingen , Ratshausen , Rosenfeld , Schömberg , Straßberg , Weilen unter den Rinnen , Winterlingen and rooms under the castle from the Zollernalb district , since 2019 also the communities of Hirrlingen and Starzach from the Tübingen district . 114,805 residents were eligible to vote in the 2016 state elections.

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. As a result of uneven population growth in the Neckar-Alb region , the municipalities of Bisingen , Grosselfingen and Rangendingen from the Hechingen-Münsingen constituency were also incorporated into the Balingen constituency for the 2011 state election . In 2019, the constituency was again enlarged to include the communities of Hirrlingen and Starzach , which previously belonged to the Tübingen constituency .

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The regulation, which was valid until 2006, provided for these mandates to be allocated according to the absolute number of votes at the level of the administrative districts. The stagnating population development in the Zollernalb district therefore made it increasingly difficult for applicants in the Balingen constituency to win a second mandate. In 1984 , the SPD MP Horst Kiesecker just lost his second mandate to his party-internal competitor Walter Mogg from the constituency of Hechingen-Münsingen because the population development in that area was more favorable.
