Heinrich Haasis

Heinrich Haasis (* 21st April 1945 in painting at Balingen ) is a German politician of the CDU and was 2006-2012 President of the German Savings Bank Association .

Job and family

After high school and higher commercial school , Haasis completed his training for the upper level administrative service in Baden-Württemberg, which he completed in 1968 with the state examination for a degree in administrative management (FH) . From 1968 to 1971 he worked for the city administrations in Nürtingen and Hechingen .

Haasis has two children from his first marriage and is married to Ingrid Haasis-Blank for the second time .

Political career

1971 Haasis became the mayor of the municipality of Bisingen in Zollernalbkreis selected. From 1971 he was a member of the district council of the district of Hechingen and after the district reform in Baden-Württemberg from 1974 member of the district council of the Zollernalb district. From 1981 to 1991 Haasis was district administrator of the Zollernalb district and in this function also chairman of the administrative board of the Kreissparkasse Balingen (today's Sparkasse Zollernalb ) and from 1989 to 1991 chairman of the Philipp-Matthäus-Hahn-Stiftung , a foundation for the promotion of talented students and young academics at the Albstadt-Sigmaringen University of Applied Sciences .

From May 5, 1976 to May 31, 2001, Haasis was a member of the state parliament of Baden-Württemberg ; from 1980 he was deputy chairman of the parliamentary group of the CDU.

Baden-Württemberg

In September 1991 Heinrich Haasis was elected President of the Württemberg Savings Banks and Giro Association by the association assembly. In 1998 he was confirmed in this office. The Württemberg and Badische Sparkassen- und Giroverband merged with effect from January 1, 2001 to form the Sparkassenverband Baden-Württemberg (SVBW). From the time of the merger until April 30, 2006, Haasis was the Association Chairman (President) of the SVBW.

Successes of his tenure included the takeover of the Baden-Württemberg and Württemberg building fire insurance companies by the Sparkassen-Finanzgruppe in 1994, the merger to form Landesbank Baden-Württemberg in 1999 and the merger of the two savings bank associations in Baden-Württemberg. From October 1999, Haasis was the first vice-president and chairman of the Association Board Conference of the German Savings Banks and Giro Association (DSGV).

On December 1, 2005, Haasis was elected President of the German Savings Banks and Giro Association (DSGV) as the successor to Dietrich H. Hoppenstedt with effect from May 1, 2006.

The first major challenge of his tenure was the purchase of Landesbank Berlin Holding . After the crisis of Bankgesellschaft Berlin, the predecessor of Landesbank Berlin Holding, triggered by real estate transactions , in 2001 the bank was stabilized by a capital increase taken over by the State of Berlin . This measure was viewed by the EU Commission as state aid and only approved under the condition that the State of Berlin had to sell its shares in the bank by 2007. The Commission insisted on a non-discriminatory sale, in which public-law credit institutions could not be favored over private ones. Since the Berliner Sparkasse was part of the Bankgesellschaft Berlin, the situation could have arisen that a Sparkasse with all trademark rights would have been taken over by a buyer who did not belong to the Sparkasse organization . This precedent would have undermined the three-pillar system in the German banking system with its strict separation between cooperative banks , public savings banks and private commercial banks. The Sparkassen-Finanzgruppe, under the leadership of the DSGV and its President, wanted to prevent this in any case. In addition to the DSGV, 18 other national and international buyers, including Bayerische Landesbank , Landesbank Baden-Württemberg and Commerzbank, took part in the bidding process carried out by the State of Berlin to sell Landesbank Berlin Holding . On June 15, 2007, the DSGV was awarded the state share of 81 percent. The purchase price for the shares taken over, including the reimbursed procedural costs, was EUR 4.475 billion. Added to this were 147 million euros for the replacement of an existing commission right and 723 million euros for a silent contribution from the state of Berlin. The takeover is seen as a great personal success for Haasis, because the purchase required the approval of a large part of the board members and administrative boards of the decentralized savings banks with corresponding persuasion by the DSGV president.

In 2011, under the leadership of the DSGV and its President, the savings banks bought the Landesbanken’s shares in DekaBank and have been the sole owners of this institute ever since.

Haasis' term ended on May 15, 2012. He had previously stated that he would not run again after the term of office expired. For this reason, the former Bavarian Finance Minister Georg Fahrenschon was elected as his successor on November 30, 2011 .

Other offices

Heinrich Haasis was a member of the board of directors of Landwirtschaftliche Rentenbank , chairman of the board of directors of DekaBank Deutsche Girozentrale from May 1, 2006 to May 15, 2012 and chairman of the supervisory board of Landesbank Berlin Holding AG from September 2007 to June 2012. He was also chairman of the supervisory board of Deutsche Sparkassen Leasing Verwaltungs-AG, chairman of the supervisory board of Stiftung Schloss Neuhardenberg GmbH, member of the administrative board of the Kreditanstalt für Wiederaufbau (KfW) and the administrative board of the Federal Financial Supervisory Authority (BaFin).

In May 2012 he was elected President of the World Institute of Savings Banks (WSBI). On July 1, 2012, he took over the chairmanship of the Sparkassenstiftung für Internationale Zusammenarbeit .

Haasis is also a member of the Board of Trustees of the Academy for Spoken Word in Stuttgart.

Awards

Haasis is the holder of the Great Cross of Merit of the Order of Merit of the Federal Republic of Germany and holder of the Medal of Merit of the State of Baden-Württemberg . On December 13, 1992, he was made an honorary senator due to his services to the Albstadt-Sigmaringen University of Applied Sciences (today Albstadt-Sigmaringen University), in particular to the dual location Albstadt . The award ceremony took place in the Stauffenberg Castle in Lautlingen . On May 2, 2013 Heinrich Haasis was made an honorary citizen of the Bisingen community . In 2016, Haasis was made an honorary senator of the Sparkassen-Finanzgruppe University .
