Willi Fischer (born February 24, 1943 in Bisingen ; † November 8, 2008 in Tübingen ) was a German politician ( free voters ) and from 1991 to 2007 district administrator of the Zollernalb district .

Willi Fischer was born in 1943 as the son of a farmer in Steinhofen , which was incorporated into Bisingen in 1938, in the Hechingen district. From 1955 to 1961 he attended high school in neighboring Hechingen , which he left after completing secondary school. From 1961 he completed the training for the higher administrative service, which Fischer completed in 1966 with the state examination at the administration school Haigerloch as a graduate in administration (FH) .

Fischer was married. From this marriage two sons were born and he had four grandchildren.

Willi Fischer was a member of the free voters in the Zollernalb district.

Public offices

Willi Fischer began his professional career in 1966, initially for four years at the Onstmettinger mayor's office (main and building administration office as well as legal affairs). From 1970 he worked for seven years at the Bisingen community as head of financial administration, council clerk and registrar. In 1977 he moved to Spaichingen as a treasurer .

In October 1978 Fischer was elected mayor of the city of Meßstetten . He took office on January 1, 1979. In October 1986 there was a successful re-election. In his almost 13 years in office, he pushed the integration of the core town and the six districts forward. During Fischer's tenure, the partnership with Luynes and Savigné-sur-Lathan , the inauguration of the Heuberghalle, the building yard and the Oberdigisheim reservoir fell. He tried to partner with Toccoa USA. He initiated the urban redevelopment and made a contribution to the village development in the districts. Through a consistent austerity course, Fischer earned the nickname “Sparschultes”, which he proudly used. The per capita debt when he left was half as high as when he started.

From 1979 until his election as district administrator of the Zollernalb district on June 3, 1991, he was a member of the district council for the faction of free voters. In his election he prevailed with a clear majority against the mayor of Hechingen, Norbert Roth (CDU), and was elected to succeed Heinrich Haasis . When he became district administrator, he remained a citizen of Messstetter. In 1999 he was confirmed in office for a further eight years. During his second term of office, the major administrative reform took place with the integration of the previously independent lower administrative authorities into the district offices and the structural reform of the vocational schools . The decision to close the district hospital in Hechingen under his leadership was very controversial among the population. This was clearly shown when Fischer accepted a collection of papers with 37,000 signatures against the closure before a district council meeting. Willi Fischer retired on September 28, 2007.

Willi Fischer performed a number of voluntary functions and was represented in numerous committees by virtue of his office. From 1991 to 2007 he was chairman of the Philipp-Matthäus-Hahn-Stiftung , a foundation for the promotion of talented students and young scientists at the Albstadt-Sigmaringen University . It was not until autumn 2008 that he was elected treasurer of the DRK regional association of Baden-Württemberg.

death

On the night of November 7th, Fischer fell in his house in Meßstetter and suffered injuries to his head. He was first admitted to the clinic in Albstadt - Ebingen and then transferred to the Tübingen University Clinic , where he died two days later.

He was buried in the close circle of the family on November 14, 2008 in the cemetery in Bisingen.
