The Offenburg constituency (constituency 51) is a state electoral district in the west of Baden-Württemberg . It includes the communities of Bad Peterstal-Griesbach , Berghaupten , Biberach , Durbach , Gengenbach , Hohberg , Neuried , Nordrach , Oberharmersbach , Offenburg , Ohlsbach , Oppenau , Ortenberg , Schutterwald and Zell am Harmersbach from the Ortenau district .

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. Since then, there have been no changes affecting the Offenburg constituency.

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates . The previous regulation, which provided for the allocation of these mandates according to the absolute number of votes at the level of the administrative districts, until the state elections in 2006, the constituency of Offenburg, since it was always among the smallest in terms of population compared to the other constituencies in the administrative district of Freiburg . The electoral system was the main reason why the Offenburg constituency was only represented in the state parliament by a directly elected member of the CDU from 1976 to 2006 .
