The constituency of Nürtingen (constituency 09) is a state electoral district in Baden-Württemberg . In the last state elections in 2016, it comprised the communities of Aichtal , Altdorf , Altenriet , Bempflingen , Beuren , Filderstadt , Frickenhausen , Großbettlingen , Kohlberg , Leinfelden-Echterdingen , Neckartailfingen , Neckartenzlingen , Neuffen , Nürtingen and Schlaitdorf from the Esslingen district . 125,035 of the total of 182,157 residents were eligible to vote.

The boundaries of the state electoral districts were fundamentally redesigned after the district reform of 1973 for the state elections in 1976 and have only been changed selectively since then. Due to its location between the regional centers of Stuttgart and Reutlingen, the Nürtingen constituency is subject to strong population growth through suburbanization , which made it necessary to reduce the size of the constituency for the 2011 state election. That is why the community of Wolfschlugen was incorporated into the constituency of Esslingen and the communities of Oberboihingen and Unterensingen to the constituency of Kirchheim .

Member of Parliament since 1976

In the state elections in Baden-Württemberg, each voter has only one vote, which is used to determine both the direct candidate and the total number of seats of a party in the state parliament . There are no state or district lists; instead, in order to establish the equalization of proportions, inferior constituency applicants are assigned second mandates .

The second mandates were previously awarded at the level of the administrative districts in the order of the absolute number of votes. Due to the above-average size of the constituency in the constituency of Nürtingen, it was therefore comparatively easy for applicants from the smaller parties to win a seat in the state parliament. This favored the development of a celebrity constituency . With the SPD state chairman Nils Schmid , the green parliamentary group chairman Winfried Kretschmann and the former FDP parliamentary group chairman Ulrich Noll , three parties with top politicians are currently represented at the state level. Due to the change made in the 2011 election, according to which in future the share of votes will be decisive for the allocation of the second mandate, the SPD was unlikely to win another second mandate in Nürtingen. Nils Schmid therefore ran for the 2011 state election in the Reutlingen constituency, which is safe for the SPD .

For the 1984 state elections, the Greens did not nominate any candidates in the three constituencies of the Esslingen district because they missed the deadline. As a result, in connection with the second mandate rule, the entry into the state parliament of the FDP candidate Bergmann was indirectly favored.

For the 1992 state elections, civil rights activist Helmut Palmer, known as the “ Remstal Rebell” , ran as a non-party individual applicant in the Nürtingen constituency , thus making a decisive contribution to the fact that none of the three smaller parties could win a second mandate. The main victim was Winfried Kretschmann ( Greens ), who lost his mandate despite the increase in votes, 207 votes behind Reinhard Hackl ( Böblingen ). In the 1980 election, however, Kretschmann himself won his mandate by just 29 votes ahead of Willi Hoss ( Stuttgart I ).
