Weinmann attended elementary school in Bonlanden and then trained as a typesetter in Stuttgart. Then he attended the evening grammar school in Stuttgart and the master school for graphic arts, where he passed the master craftsman examination in 1963. He then made his own and founded a print shop.

He has been politically active in the SPD since the mid-1960s. In 1964 he moved into the district council of the Esslingen district . In 1968 he was elected to the state parliament of Baden-Württemberg , to which he was a member for almost 30 years until his death. First he represented the constituency Esslingen II, from 1976 the constituency Nürtingen . His successor was Nils Schmid . In the 1970s he was also a member of the regional assembly of the Middle Neckar .

After the state elections in 1992 , Baden-Württemberg was ruled by a grand coalition . Prime Minister Erwin Teufel therefore brought him into his cabinet and assigned him the duties of State Secretary in the Ministry of Labor, Health, Family and Social Affairs . After the state election in 1996 he lost this office again because the CDU henceforth formed a coalition with the FDP. His successor was the CDU politician Johanna Lichy .

On February 13, 1997, Weinmann died completely unexpectedly of a heart attack. He was married and had two children. His family then founded together with Rainer Arnold the "Werner Weinmann Foundation" named after him, which promotes civic engagement, particularly in the social field and in the voluntary office in the Filder / Nürtingen area. The foundation awards the Werner Weinmann Prize annually to people for outstanding achievements.
