Regional assembly of the Stuttgart Region Association

The regional assembly of the Stuttgart Region Association (often only briefly: Regional Assembly ) is the " parliament " of the Stuttgart Region Association . The regional assembly has been directly elected for a period of five years by those eligible to vote in the Stuttgart region since 1994 . This was preceded by the adoption of the "Law on the Establishment of the Stuttgart Region Association" of February 7, 1994 by the state parliament of Baden-Württemberg . With this law, the regional association of the Middle Neckar, established on January 1, 1973 (since 1992 regional association Stuttgart ), was transferred to the association Region Stuttgart .

Structures

The regional assembly has at least 80 and, thanks to compensatory mandates, a total of 88 members since the election on May 26, 2019. In its constituent meeting, it elects from among its members the association chairman , who will serve on a voluntary basis for five years . The association chairman chairs the meetings of the regional assembly and its committees. Since January 10, 2007, this has been the Stuttgart architect Thomas Bopp (CDU). On September 16, 2009, September 17, 2014 and September 19, 2019, he was confirmed in office for a further five years.

The regional assembly currently has three committees:

  • Planning committee
  • Transport Committee
  • Committee on Economy, Infrastructure and Administration

The regional assembly also elects the full-time regional director who represents the association and heads the administration of the region. Regional director is an official legal term according to Section 17 of the Stuttgart Region Act and has been the name of the association director of the Stuttgart Region Association since 1994 . He is elected by the regional assembly for a term of eight years and is a temporary civil servant. From the foundation of the association until 2008, this was the lawyer Bernd Steinacher , who was elected for the first time on November 30, 1994 and re-elected on October 23, 2002. After his death on September 25, 2008, Jeannette Wopperer was elected as regional director by the VRS regional assembly on March 23, 2009 . She was in office from June 15, 2009 to July 1, 2013. On December 4, 2013, Nicola Schelling was elected as Regional Director. She took office on March 19, 2014.

The last election to the regional assembly took place on May 26, 2019. 1.89 million people in the Stuttgart region were called upon to determine the composition of the regional assembly. Each voter had one vote. May 26, 2019 was also the day of the European elections and the local elections in Baden-Württemberg (municipalities and districts).

The following 11 parties and groups were available for election for the regional assembly: CDU , SPD , GRÜNE , FW , FDP , Die Linke , AfD , ÖDP , Piraten , Tierschutzpartei (only Stuttgart) and Freie Regionale Rems-Murr (only Rems-Murr district) .

The number of members of the regional assembly in the individual constituencies is determined by the population of the constituencies. Of the 88 members (excluding compensatory mandates: 80), the state capital Stuttgart had 20 (18) seats, the Esslingen district 18 (16), the Ludwigsburg district 20 (16), the Rems-Murr district 12, the Boeblingen district 11 and Göppingen district 7 seats.
