Today, around 500 leading personalities from banking and finance, business, politics, media and science are among the members of the Atlantik-Brücke . The Atlantik-Brücke acts as a network and a private political advisory institute. The association is based in the Magnus House in Berlin.

history

Initiator of the Atlantic Bridge John Jay McCloy
Founding member Countess Dönhoff

The transatlantic association was founded in 1952 in Hamburg by the bankers Eric M. Warburg and Gotthard Freiherr von Falkenhausen , the entrepreneur and politician Erik Blumenfeld , the two publicists and editors of the weekly newspaper Die Zeit , Marion Countess Dönhoff and Ernst Friedlaender , the entrepreneur Hans Karl von Borries and the President of the German Industry and Trade Conference , Albert Schäfer , initially as a transatlantic bridge. The former president of the World Bank , director of the private US think tank for shaping the US foreign policy Council on Foreign Relations ( CFR ) and CEO of Rockefeller's Chase Manhattan Bank , John J. McCloy , played a decisive role as initiator . The mayor of Hamburg, Max Brauer, and the mayor of West Berlin, Ernst Reuter , acted as patrons . On January 18, 1955, the association was registered at the Hamburg District Court . The elite network, renamed Atlantik-Brücke on July 4, 1956, is considered to be "one of the most influential and exclusive organizations in the Berlin Republic".

Since its foundation, the main focus of the association has been on promoting personal encounters between German and American executives from business and intellectual life. Shortly after the founding of the association, Countess Dönhoff named the long-term goal of resembling private policy advisory institutions such as the British Chatham House and the US Council on Foreign Relations . In the age of mass democracy and media effectiveness, the Atlantik-Brücke saw itself as part of public opinion, which the association had to influence with every possible means. As a result, Atlantik-Brücke wanted to function as a private, non-governmental think tank and to shape opinion with proposed solutions. In 1981 the FAZ devoted extensive journalistic space to this basic approach to the Atlantik-Brücke . Alluding to the system of private companies widespread in the USA, “which do not have to decide, but still belong to the decision-making background” and are therefore an incredibly new experience in Germany, it was said that “a purist of democracy could have reservations about such elitist co-determination groups ".

From 1957 to 1970 the association published the English-language information sheet Meet Germany for US soldiers stationed in Germany. In 1963 this was supplemented by seminars for US officers, which continue to this day. Annual expert talks with the United States European Command have taken place in Magnus House since 1990 , at which German and American generals meet with representatives from politics, business and the media. By the fiftieth anniversary of Atlantik-Brücke in 2002, over nine thousand American officers had attended these seminars.

Further seminars, conferences, young leader meetings, round-table discussions and honors are regularly held in the association's rooms, institutions and corporations that are friendly. The Atlantik-Brücke is a founding member of the New Traditions Network , a network of 60 pro-American think tanks, foundations and government organizations based in Germany that is coordinated by the US Embassy in Berlin .

When relations between Germany and the United States were strained in 2002/2003 , on February 16, 2003, Atlantik-Brücke placed the solidarity display A Message from Germany - a message from Germany for 140,000 US dollars in the Sunday edition of the New York Times . The full-page message was also printed in German in the FAZ , Die Welt and the Financial Times Deutschland .

On March 12, 2010, an event of the association was broadcast on public television for the first time in cooperation with the television broadcaster Phoenix . On March 10, 2010, the Atlantik-Brücke held a meeting at the Helmut Schmidt University / University of the Federal Armed Forces in Hamburg with members of the former Federal Chancellor. D., Helmut Schmidt, and the Federal Minister of Defense, Karl-Theodor zu Guttenberg , on the subject of "Bundeswehr in action: Afghanistan hotspot". The discussion was moderated by the chairman of the Atlantik-Brücke, Friedrich Merz .

Friedrich Merz , German lawyer, manager and politician of the CDU, here on February 1, 2017 in the international Munich press club.

On the occasion of the 60th anniversary of the association in the German Historical Museum in Berlin on July 2, 2012, Chancellor Angela Merkel gave the appropriate speeches to “Dear Friedrich Merz, the Warburg family , Federal Chancellor Helmut Schmidt , Excellencies and dear friends and members of the Atlantic -Bridge". Under the motto 60 Years of Transatlantic Relations , around 170 Young Leaders alumni of Atlantik-Brücke met in Berlin on the morning of July 2, 2012. The occasion of the conference was also the 60th anniversary of the Atlantik-Brücke . The then Federal Foreign Minister Guido Westerwelle spoke to the Young Leaders on the subject of “Partners in Responsibility”. The host was the European School of Management and Technology . On its 60th birthday, the Atlantik-Brücke published 14 interviews on YouTube with Henry Kissinger , Angela Merkel, Guido Westerwelle, Kai Diekmann , Richard von Weizsäcker , Walther Leisler Kiep and other long-term members.

The association's office was initially in Hamburg, moved to Villa Adenauerallee 131 in Bonn in order to seek direct contact with politics, and has therefore been in Berlin since July 1999, in the house next to the private apartment of Chancellor Angela Merkel.

In 2010, several board members, including initially chairman Friedrich Merz, resigned from their offices after honorary chairman Walther Leisler Kiep had criticized Merz sharply and asked him to resign in a letter. To the displeasure of Kieps, Merz had publicly accused “the political class, especially Angela Merkel, of a lack of political leadership”. Merz, who started as the modernizer of the “honorable institution” Atlantik-Brücke , ran again and was re-elected with great approval. The new course from Merz sees u. a. an emancipation from the economic and financial future strategies of American think tanks.

Young Leaders

The Young Leaders Program (Engl. "Young leaders") of the Atlantic Bridge is aimed at young, emerging leaders, leading to the annual German-American and European conferences are invited. During the conferences, the participants discuss current security, foreign, economic and social issues in plenary sessions and working groups. Practical solutions and recommendations for transatlantic decision-makers are found in this way, according to the association. The German-American Young Leaders Conference has been held every year since 1973 .

23 June 2010 established alumni of the Young Leaders to initially close to the Atlantic Bridge ajar independent association Atlantic Forum e. V. - the Young Leaders alumni of the Atlantik-Brücke . In 2012, the name was changed to Global Bridges in order to better respond to the association's expanded focus on Asia (especially China). With the corresponding amendment to the statutes, the regulation on cooperation with Atlantik-Brücke was also repealed.

A number of participants in the Young Leader program later became members of the Atlantik-Brücke (e.g. Mathias Döpfner , Eckart von Klaeden , Friedbert Pflüger , Thomas Enders , Kai Diekmann ) or acquired management positions (e.g. Karl -Theodor zu Guttenberg , Thomas Oppermann , Jens Spahn , Thomas de Maizière , Michael Kolz ).

Conferences, seminars, working and regional groups

With conferences and expert discussions, the association offers German and American experts and decision-makers from business, politics, science, the media and the armed forces a platform for dialogue. These include, for example:

Expert discussions with the United States European Command
then Admiral James G. Stavridis
On February 1, 2011, the association invited the commander of the United States European Command and the US Component Commanders to the Magnus House for the 19th time with the military leadership of the German Armed Forces and high-ranking representatives from politics, media and science. At the one-day meetings, u. a. discussed the future of the Bundeswehr and the NATO strategy. These annual meetings between the military leadership of the US armed forces in Germany and Europe and the Bundeswehr came into being after the fall of the Iron Curtain. Traditionally, the American ambassador opens the meeting with a joint dinner in his residence the evening before. The then Admiral James G. Stavridis commented on the expert discussions as follows: “These meetings, with the mix of military, politicians, business leaders, think tanks and media that Atlantik-Brücke brings, continue to create important venues for honest dialogue required to keep our Atlantik-Bridge strong. We are in fact stronger together. "
Meeting seminars for German and American officers
The seminars have been held several times a year since the 1960s and are funded by the association and the Federal Agency for Political Education . Representatives from politics and think tanks will present analyzes that they will discuss with the participants.
USA working group
Since 1984, members of the Atlantik-Brücke have been meeting three times a year with external experts from think tanks and the media for an intensive round-table discussion on transatlantic issues, the USA working group . Once a year, the focus is on economics and finance, once on questions of foreign and security policy and once on a current topic. Traditionally, two guest speakers give impulses, which are then discussed together under the guidance of economic experts such as Ulrich Steger . The first meeting of the year traditionally takes place in Frankfurt am Main on the premises of the second largest law firm in the world, Freshfields Bruckhaus Deringer LLP.
Working groups
Edelgard Bulmahn , AG Climate and Energy
The transatlantic working groups are led by the board of directors of Atlantik-Brücke . The association currently offers the working groups economy, finance and markets , the working group climate and energy , the working group culture, education and science , a working group communication and a working group foreign and security policy for its members.
Regional groups
The aim of the regional groups is the more intensive involvement of each individual in the activities and development of the Atlantik-Brücke and better networking among each other.
The regions are divided into Berlin / Brandenburg with director Kai Diekmann , former editor-in-chief of Bild-Zeitung and BamS , Munich / Region Süd with director Angelika Gifford from Microsoft , the region Frankfurt / Hessen with director Ingrid Hengster from the Royal Bank of Scotland , the region Rhein-Ruhr with conductor Alexander Graf Lambsdorff and the region Dresden / Leipzig with Minister Roland Wöller as a conductor. The Hamburg / North region is headed by Max Warburg (grandson of the banker Max Warburg ), MMWarburg & CO.

American Council on Germany & Council on Foreign Relations

Former chairman of the FED Paul Volcker

The Atlantik-Brücke cannot be separated from its sister institution American Council on Germany , also founded in 1952 by John J. McCloy and Eric M. Warburg . The American Council on Germany is a non-governmental organization (NGO) which is affiliated with the Council on Foreign Relations .

There has always been a lively exchange of information and personnel between Atlantik-Brücke and the ACG. An example of this type of gathering was the German-American Conferences, which were launched in 1959 and were held alternately in Germany and the USA in close collaboration with the American Council on Germany . "The American Council on Germany has always been a strong actor in our relations with the United States", as the State Minister of the Foreign Office and Atlantik-Brücke member Werner Hoyer stated in December 2011.

Merit prizes or awards

The association has created several merit awards: the Vernon A. Walters Award , named after the US secret service general Vernon A. Walters , as well as the Eric M. Warburg Prize , in memory of the banker Eric M. Warburg . It honors personalities who have made a name for themselves for special merits in the transatlantic relationship and, in the case of Bertelsmann heiress Liz Mohn, for German-Israeli relations. Henry Kissinger , George HW Bush , Condoleezza Rice , Helmut Kohl and Angela Merkel were among the winners . In 2012, founding member, close friend of Eric M. Warburg and former Federal Chancellor Helmut Schmidt received the award. Angela Merkel gave the laudation in the German Historical Museum .

criticism

Some members such as Casimir Prinz zu Sayn-Wittgenstein , Karlheinz Schreiber and Dieter Holzer were involved in the CDU's black money affair at the end of the 1990s. The historian Anne Zetsche criticizes that the transnational state-private network only partly consists of politically legitimized persons and that there are no factual or national limits to its influence. Through massive influence it contributed to dissuade the German Social Democrats from their anti-military and neutralist course in the 1950s. The bridge also exerts a considerable influence through its numerous members from the media landscape. The media influence is not always evident, even "when - as happened with Anne Will - several members of the Atlantik-Brücke sit on a TV program to discuss Syria in a 'controversial' way."
