Dieter Holzer

Dieter Holzer (born November 14, 1941 in Quiigart , Saarland ; † June 16, 2016 there ) was a German businessman and lobbyist who became known in the context of the Leuna affair . Holzer has been the subject of public prosecutor investigations since 1996. Life

Holzer had been married to Souade Salyoun, a cousin of former Lebanese President Amin Gemayel , since 1967 , and they have two sons. After having had his main residence in Monaco for many years , he last lived in Wadern in the Saarland and in RL-Hazieh in Lebanon . He owned an internationally diversified real estate fortune.

Leuna affair

Holzer became known in the context of the so-called Leuna affair . In the course of the acquisition of the Leuna refinery and the mineral oil company Minol by the French company Elf Aquitaine in 1990/91, bribes are said to have flowed.

The Elf Aquitaine group hired Holzer as a consultant. Holzer earned around 50 million marks at this post.

In the process of taking advantage of the French oil company Elf, Holzer was sentenced in his absence in Paris to 15 months' imprisonment and a fine of 1.5 million euros. With his consent, Holzer could have been extradited to France for execution. Holzer's negotiating partner at the time, Pierre Lethier , the retired deputy head of the Direction de la surveillance du territoire , received the same penalties. Holzer took legal action against his judgment and applied for the sentence to be suspended. The case went through the courts up to the Federal Constitutional Court. On January 29, 2009, Holzer failed there. He then filed a complaint with the European Court of Human Rights in Strasbourg. In March 2009 Holzer started his prison sentence in Neunkirchen.

For the purchase of the Leuna refinery and the East German Minol filling station network, which was coupled with billions in subsidies, Holzer and Lethier had collected the equivalent of 39 million euros in 1993. In court, both had described this as industry-standard consultancy fees and rejected the suspicion that the money had been used to smear German party representatives. Holzer was sentenced to repay 39 million euros in bribes.

On December 15, 2010, Holzer and Holger Pfahls were arrested in the course of a nationwide search. The Augsburg public prosecutor's office accused him of assisting Pfahls in concealing his property. Pfahls had evaded his obligation to pay from fines, procedural costs and tax. On November 9, 2011, the Augsburg Regional Court sentenced Pfahls to four years and six months imprisonment for bankruptcy (Section 283 StGB), and Holzer for aiding and abetting three years and six months' imprisonment.
