Friedbert Pflüger
Friedbert Pflüger (born March 6, 1955 in Anderten ) is a former German politician ( CDU ), management consultant and political scientist . Since 2010 he has been Director of the European Center for Climate, Energy and Resource Security (EUCERS) at King's College London and at the same time honorary professor at the university. Pflüger is still a non-resident Senior Fellow of the Atlantic Council of the USA and a managing partner of two companies. He is chairman of the Internet Economy Foundation (IE.F), founded in April 2016 .
Life
education and profession
After graduating from the Schillerschule in Hanover in 1973 , Pflüger studied political science , constitutional law and economics in Göttingen , Bonn and at the Center for International Affairs at Harvard University at the chair of Samuel P. Huntington , which he received in 1980 with a Magister Artium completed. In 1982 he received his doctorate from the Rheinische Friedrich-Wilhelms-Universität Bonn under Karl Dietrich Bracher on American human rights policy between idealism and realism .
From 1989 to 1991 Pflüger was managing director in asset management at the Matuschka Group . Since September 2009 he has been visiting professor at King's College London, since October 1, 2010 the new director of the EUCERS there and senior advisor at Roland Berger Strategy Consultants GmbH. In spring 2009 he founded Pflüger International and advised, among other things, the Nord Stream 2 pipeline and a controversial ICO . Pflüger International has been operating under the name Bingmann Pflüger International since Holger Bingmann joined the company .
Party career
Pflüger has been a member of the CDU since 1971. From 1977 to 1978 he was federal chairman of the Ring of Christian Democratic Students (RCDS) and from 1976 to 1978 deputy chairman of European Democrat Students . From 1977 to 1985 he was a member of the National Board of the Junge Union .
From 1998 to 2006 Pflüger was deputy state chairman of the CDU in Lower Saxony , from 1999 to 2005 he was chairman of the federal committee for foreign and security policy of the CDU and between 2000 and 2010 member of the federal board of the CDU , from 2006 to 2008 as an elected member of the presidium of the CDU . From 2006 to 2012 he was a member of the executive committee of the European People's Party . Pflüger is also a member of the unofficial so-called Andean Pact .
Within the CDU, Pflüger is considered progressive . On February 13, 1995, he turned to his party leadership, contrary to the current party line, in order to achieve the rehabilitation of deserters of the Second World War . During the term of office of Chancellor Helmut Kohl , Pflüger was one of the critical companions of his policy. In 1993 he openly turned against Steffen Heitmann, who was favored by Kohl as Federal President . During the CDU donation affair, he advocated that Kohl should no longer remain honorary chairman of the CDU. In 2000, Pflüger published a critical book about the Kohl era. After the state elections in Hesse in 2008 , Pflüger was one of the 17 Union politicians who distanced themselves from Prime Minister Roland Koch in an open letter in the weekly newspaper Die Zeit .
On September 4, 2008, Pflüger announced that he would be running for the CDU state chairmanship in Berlin in spring 2009. This announcement led to some political turbulence, as the state chairman Ingo Schmitt did not want to stand for a candidacy against Pflüger. On September 8, Pflüger temporarily withdrew his candidacy for party leadership. The fact that he stuck to the candidacy was controversial in the Berlin media.
On September 11, 2008, Pflüger was voted out of office as chairman of his parliamentary group in the House of Representatives with a two-thirds majority. The previous parliamentary managing director and general secretary of the Berlin CDU, Frank Henkel, was appointed as the successor to the office of parliamentary group leader . Schmitt decided not to run again.
Offices and mandates
From 1981 to 1984 Pflüger worked for the Governing Mayor of Berlin , Richard von Weizsäcker , and in 1983 he became his personal advisor . After Weizsäcker was elected Federal President , Pflüger also moved to the Federal President's office and was press spokesman for the Federal President from 1984 to 1989 . As a speechwriter, he worked on Richard von Weizsäcker's famous speech on May 8, 1985 . In this context, with reference to the Bitburg controversy that had just flared up at the time, he prevented Weizsäcker's deliberation from demanding a pardon for Rudolf Hess in the speech .
From 1990 to 2006, Pflüger was a member of the German Bundestag . From 1994 to 1998 Pflüger was the disarmament policy spokesman for the CDU / CSU parliamentary group and from 1998 to 2002 chairman of the parliamentary committee for the affairs of the European Union . From 2002 to 2005 he was the foreign policy spokesman for the CDU / CSU parliamentary group.
On November 23, 2005, Pflüger was appointed Parliamentary State Secretary to the Federal Minister of Defense in the CDU / CSU and SPD federal government led by Chancellor Angela Merkel . In December 2005, in negotiations with the Uzbek government and head of state Karimov, he succeeded in extending the contract that allows the German armed forces to use the Uzbek air force base in Termez, which is extremely important to get to Afghanistan. At his own request, Federal Defense Minister Franz Josef Jung dismissed him from this office on October 18, 2006, as Pflüger now wanted to devote himself entirely to Berlin state politics. For the same reason, Pflüger resigned his parliamentary mandate on November 24, 2006.
From 2006 to 2011 , Pflüger was a member of the Berlin House of Representatives and, initially as chairman of the CDU parliamentary group, also an opposition leader . On September 11, 2008, he was voted out of parliamentary group leader at a special meeting of the CDU parliamentary group, after he had claimed not only the parliamentary group but also the party chairmanship.
In October 2010, Pflüger announced that he only wanted to devote himself to teaching . He heads an institute at King's College London that deals with energy and resource security.
Pflüger has been chairman of the Internet Economy Foundation since April 2016 . The foundation is an interest group for the German Internet industry, which is based in Berlin.
In 2017, Envion AG advertised in the course of its Initial Coin Offering with the appointment of Pflüger as a consultant. In 2018, Envion AG went bankrupt.
Pflüger is on the Board of Trustees of the European netID Foundation, which aims to establish a transparent and European alternative to the US platforms with the single sign-on standard netID.
Private
Pflüger married Margarita Mathiopoulos in 1987 . The two separated in 2003 after Pflüger's affair with his personal advisor became known. He has been married to her since December 2006; they have two children together.
Political positions
Berlin
On March 31, 2006, Pflüger was officially elected the top candidate of the Berlin CDU for the House of Representatives election on September 17, 2006 with 97% of the votes at a party congress . With that he became the challenger of the governing mayor Klaus Wowereit ( SPD ) for the CDU, which was still shaken by the Berlin banking scandal . The CDU achieved 21.3% of the vote nationwide , which was the CDU's second worst result in Berlin since 1946 and a loss of 2.5 percentage points compared to 2001.
During the 2006 election campaign, Pflüger was accused of not wanting to part with federal politics and his hometown Hanover. Pflüger's vote against the government's move from Bonn to Berlin on June 20, 1991 also aroused concerns within the CDU about the extent to which Pflüger really wanted to work in Berlin for a longer period of time. Pflüger then decided to devote himself entirely to Berlin state politics. He resigned his Bundestag mandate and resigned as Parliamentary State Secretary in the Federal Ministry of Defense. Pflüger also finally said goodbye to Hanover, where he sold his house and acquired a condominium in the Charlottenburg-Wilmersdorf district .
Domestic politics
In June 1991, Pflüger was one of the first politicians after reunification to call for the Berlin Reichstag to be veiled by the artist Christo .
In 1992 he argued in his book A planet is saved for an eco-social market economy , the overcoming of nuclear power and the expansion of renewable energies.
In 1991/1992, together with Rita Süssmuth, Pflüger was the initiator of a non-partisan group motion in the Bundestag for a modified deadline solution for §218 and was a leader in the Bundestag for a reform of citizenship law.
Pflüger has long argued in favor of the black-green alliance option. In the mid-nineties he co-founded the so-called Pizza Connection , an initiative of young Union and Green MPs that wanted to explore common ground. He supports possible coalitions between the CDU and Alliance 90 / The Greens . Despite all the differences, he now also sees programmatic similarities between the two parties.
Foreign policy
As chairman of the European Committee of the Bundestag, he played a key role in setting up an independent European convention to draw up the EU constitutional treaty in 2002 .
At the European level, Pflüger advocates close ties to Poland, which he has described as "France in the East". In the successor to Karl-Heinz Hornhues , he was chairman of the German-Polish Society Cologne-Bonn from 1991 to 1998 and in this role he strongly advocated the rapid membership of the Republic of Poland in the EU and NATO in the German public . He was awarded the Order of Merit of the Republic of Poland in 1999 and the Lithuanian Order of Merit in 2005 for his commitment to the eastward expansion of the EU and NATO .
Pflüger is a proponent of a good German-American relationship. In 2003, before the Iraq war , he supported the US ultimatum to Saddam Hussein and severely criticized the attitude of the Federal Government of Chancellor Schröder . After the invasion, he advocated administration of Iraq by the United Nations.
