Andean Pact (CDU)

The Andean Pact (also: Pacto Andino ) is a secret, conservative West German men's association within the CDU .

History of origin

Founded in 1979

In 2003, the history of the Andean Pact was published in the news magazine Der Spiegel . Der Spiegel published at the time that:

... on a night flight in a Douglas DC-8 in July 1979 from Caracas to Santiago de Chile (VA 930 / July 25, 1979), twelve young politicians of the Junge Union , during an educational trip of the Konrad-Adenauer-Foundation in a youthful recklessness Founded the pact. The pact was based on the principle of absolute loyalty among its members. The foundation was decided with a bottle of duty-free whiskey from Chivas Regal . A serviette from the VIASA airline served as the founding document .

The founding members wanted to renew the CDU under Helmut Kohl and promised each other that one of them would never compete against the other.

Structure and hierarchy in the Andean Pact

There are no official statements by members of the Andean Pact about its existence or goals. According to Spiegel, women have no place in the Andean Pact and East German CDU members lack the rebellious past of the Junge Union. Andean Pact members meet discreetly in confidential meetings and organize joint trips abroad. Unwritten rules state that no member of the pact should run against another member or publicly demand his resignation.

The representation of the mirror was adopted in numerous media and was widely used. The fun alliance at that time has now become a powerful team within the CDU. Despite the media coverage, there are hardly any official statements or declarations from members of the Andean Pact. Occasionally, the existence of a network was acknowledged or membership was denied (e.g. Ole von Beust ). The Andean Pact was ascribed to influencing political and personal decisions in the CDU; in particular, they had the chancellorship of Angela Merkel avoided in 2002 after Merkel due to the CDU donations scandal unexpectedly CDU party chairman had become. Other sources claim that the political events in 2002 could be explained without the assumption of a secret society.

The Andean Pact gained new attention in 2010 through the political withdrawal of Roland Koch, who was seen in the media partly as a surprise, partly as a strategic retreat to strengthen Christian Wulff as the political hope of the pact at the time. After the resignation of Federal President Horst Köhler on May 31, 2010, Wulff was elected as the new Federal President on June 30, 2010 by the 14th Federal Assembly.

The Andean Pact has accepted new members since 1979. 17 people were named as members of the Andean Pact in an infographic in Der Spiegel :

In the FAZ on February 20, 2016, an obituary notice for Bernd Huck was published, which is supposed to represent a list of the members of the Andean Pact. In addition to the well-known names, Klaus Evertz , Reinhard Göhner and Claus Vogt are also mentioned there.
