Hans Reckers
Hans Reckers (born June 27, 1953 in Rheine ) is a German lawyer and former member of the board of the Deutsche Bundesbank . From November 2015 to December 2016 he was State Secretary of the Senate Department for Economics, Technology and Research of the State of Berlin.
Life
Hans Reckers grew up in Salzbergen in the Emsland . He was the founding chairman of the Association of Critical Students VKS , the predecessor organization of the Student Union in Lower Saxony , of which he was chairman from 1971 to 1972. From 1972 to 1973 he was the national spokesman for the Student Union (SU). He was then from 1975 to 1977 Federal Chairman of the Ring of Christian Democratic Students (RCDS).
After studying law, he was at the Eberhard Karls University Tübingen with a dissertation on "unlawful and legally different regulations in management agreements between citizen and state" to Dr. jur. PhD . From 1982 to 1984 he worked as a lawyer in Reutlingen . This was followed by positions in the Federal Ministries of Finance and Defense (office manager of Gerhard Stoltenberg ), in the Federal Chancellery (Head of Personnel Subdivision with Helmut Kohl ), as State Secretary in the Saxon Ministry of Finance (with Georg Milbradt ), in the Federal Ministry of Finance ( Head of Budget) and as head of the planning group of CDU / CSU parliamentary group . In 1991/92 he was a member of the board of directors of the former State Bank of the GDR.
From 1999 to 2002 he was a member of the Central Bank Council, and from May 2002 to April 2009 a member of the board of directors of the Deutsche Bundesbank , responsible for risk controlling, cash and institutional and regulatory financial market issues.
Reckers was chairman of the risk committee in the supervisory board of HSH Nordbank and chairman of the future forum financial center Frankfurt of the CDU Hessen. He is the foundation board member of the True Sale International securitization platform. From 2011 to 2013 he was Managing Director of the Association of German Public Banks (VÖB). He has held various committee mandates since 2013 and was a lawyer in an international law firm in Berlin. In November 2015 he became State Secretary of the Senate Administration for Economics, Technology and Research of the State of Berlin. With the assumption of office of the Senate Müller II , he left office.
Reckers is u. a. Chairman of the support association of the Commission for Contemporary History of the Catholic Church, one of the spokesmen for the RCDA (Ring of Christian Democratic Academics). He is involved in the Association of Catholic Entrepreneurs BKU. He is a member of the Federal Economic Committee of the CDU and chairman of the transport infrastructure working group there.
controversy
In April 2000, Reckers attracted a lot of public attention when, in his capacity as President of the Hessische Landeszentralbank, he told specialist journalists: “In my opinion, Greece is by no means ripe for monetary union; accession has to be postponed by at least a year. ”A few minutes after agency reports, the Athens stock exchange plummeted, so that the Greek central bank was forced to protect the drachma from further losses with support purchases. Federal Finance Minister Hans Eichel called the then Bundesbank boss Ernst Welteke ; who in turn forbade Reckers to make further statements of this kind over the phone.
Reckers later said that all 15 members of the Bundesbank's board of directors were of the opinion at the time that Greece's entry into the euro zone was a mistake.
