The Federal Association of Public Banks in Germany e. V. (VÖB) is a central association of the German banking industry based in Berlin . It represents 59 member institutes, including the Landesbanken and the federal and state development banks. The VÖB works with the four other central banking associations in the interest group Die Deutsche Kreditwirtschaft . The VÖB is entered in the lobby list of the German Bundestag.

history

The Association of German Public Credit Institutions was founded in 1916, and in 1974 it was renamed to its current name. The VÖB has had an office in Brussels since 1987 . The association is also represented in Paris with a liaison office to the European Banking Authority (EBA) and the European Securities and Markets Authority (ESMA) . The association is a member of the European Association of Public Banks (EAPB), Brussels. During the time of its existence, the association has supported its members in two German currency reforms, two world economic and financial crises and the introduction of the euro.

The VÖB CVP network operation Frankfurt (2017 to the SIX Payment Services sold) is a Certified by the German banking industry operators for the technical execution of the most common methods of payment with cards (girocard, credit cards, international bank cards / Maestro, cash card, loyalty and bonus cards) and with around 70,000 connected terminals is one of the leading licensed network operators.

The association is managed by a board of directors. The respective President of the German Savings Banks and Giro Association (DSGV) is a guest on the board . For the current business of VÖB is director general responsible, which is appointed by the board and is supported in its official tour of the members of the Executive and the Director.

Employers' association

The Federal Association of Public Banks in Germany, VÖB, is the only association of the banking industry that also acts as an employers' association for its member institutions. As an employers' association, it represents the interests of its members. The VÖB supports them in all questions of labor law as well as social security issues and informs them about the essential changes in legislation and case law. In addition, it represents the interests of its members vis-à-vis the legislative bodies as well as government and administrative bodies. As an employers' association, the VÖB also exercises the right to propose the appointment of honorary judges for labor jurisdiction.

Public Banks Collective Bargaining Association

The collective bargaining community of public banks exists within the employers' association. The collective bargaining law and collective bargaining policy tasks, in particular the conclusion of collective agreements, are performed exclusively by the collective bargaining community of public banks. All member institutions of the VÖB can join the collective bargaining community of public banks.

The collective bargaining association of public banks has been active since 1954. Since the VÖB was founded in 1916, the employees of the member institutions have been viewed as bank employees and not as members of the public service. Until 1972 the collective bargaining commission of the VÖB concluded separate collective agreements for its members. Between 1972 and 2020 there was a negotiating community between the employers 'association of the private banking industry (AGV Banken) and the public banks, which in the meantime also included the employers' association of Volks- und Raiffeisenbanken (AVR). As of 2020, the collective bargaining community of public banks will again conduct collective bargaining independently.

The collective bargaining community of public banks currently has 43 VÖB member institutes with around 63,000 employees. The institutes involved in the collective agreement include Landesbanken, development institutes, building societies and individual savings banks.

The collective bargaining community of public banks, as a collective bargaining agent at the federal level, concludes collective agreements with the collective bargaining partners ver.di - United Services Union, German Bank Employees Association (DBV) and DHV - The professional union. The current collective wage agreement cannot be terminated before June 30, 2021.

Ombudsmen

In 2001, the VÖB was the first leading association in the banking sector to be given the task of conciliation for its member institutes. This means that all private customers of the banks affiliated to the VÖB arbitration procedure have the opportunity to have their disagreements with their bank clarified out of court by an independent ombudsman. The arbitration procedure is free of charge for the customer.

Subsidiaries

EdÖ

The compensation scheme of the Federal Association of Public Banks in Germany GmbH assumes the statutory basic security for the sector of public banks and is therefore the counterpart to the compensation scheme of German banks in the private banking sector. It is responsible for deposit protection under the Deposit Protection Act.

VÖB service

VÖB-Service GmbH, based in Bonn, was founded in 1991 and is a 100% subsidiary of the Federal Association of Public Banks in Germany. It is a provider of consulting services, software products and educational measures for VÖB member companies, municipalities and the real estate industry.

VÖB-ZVD Processing

VÖB-ZVD Processing GmbH is the competence center for chip-, card-based and other electronic payment applications of the Federal Association of Public Banks in Germany and its ordinary and extraordinary member institutions.
