The Federal Association of German Banks (BdB) represents the interests of private banks in the Federal Republic of Germany . It has the legal form of a registered association .
Structures and tasks
The association was founded in Cologne in 1951 . He is the successor to the professional organization Central Association of the German Banking and Banking Industry, founded in 1901 . In 1934 this was transformed into the Private Banking Business Group as part of the National Socialist Reichsgruppe Banken. In 1999 the headquarters were relocated to Berlin . The BdB also has offices in Frankfurt am Main and Brussels and is a member of the European Banking Federation . The subsidiary Bank-Verlag GmbH is still based in Cologne. In 2018, another subsidiary was founded with the BdB-Akademie GmbH. The educational activities of the banking association group are bundled in it. The range of presence and digital formats is aimed at managers and employees of banks, financial service providers and interested third parties.
The association represents around 180 private credit institutions . In addition, around 20 FinTechs are among the extraordinary members. Its tasks include, among other things, informing its member banks and associations, lobbying in politics, working with other associations, for example in the German banking industry , and participating in the formation of public opinion. In addition, the BdB represents demands for the reduction of bureaucracy, for the reduction of national debt and for European integration .
The association is the sponsor of the deposit protection fund for accounts at the member banks and has created a procedure for the banks affiliated to it to settle customer complaints with a neutral ombudsman and with the involvement of consumer associations, the result of which is binding for the member banks up to an amount in dispute of 10,000 euros.
Raid over cum-ex deals
On August 4, 2020, a raid on the banking association (BdB) initiated by the Cologne public prosecutor became known in connection with the Cum-Ex scandal. The BdB and the investigators announced that the proceedings were not directed against those responsible in the association themselves. According to a report by NDR , WDR and " Süddeutscher Zeitung ", from which SPIEGEL quotes, the investigators were also looking for clues as to whether the accused had tried have to influence legislation through the association . The aim should have been to find new loopholes to continue the illegal business.
Regional associations
Members are both the member banks and other associations. The eleven member associations are legally independent state associations. The private banks are members of all state associations in whose territory they have branches.

The association is a member of the European Movement Network .
Board of Directors and Presidium
The association is managed by a board of directors elected for three years . The board seats are divided among the banks according to categories. The big banks each have one member, the private bankers two, the regional banks four, and the foreign banks one member of the board. In addition, the managing directors are officially members of the board. A president and two deputies are elected from this board. Attempts are being made to alternate the presidency between the big banks and the private and regional banks. After the announcement that he would be relinquishing the post of CEO at Commerzbank, Martin Zielke was replaced by Hans-Walter Peters in August 2020.
