The Investment and Structural Bank Rhineland-Palatinate (ISB) is the development bank of the federal state of Rhineland-Palatinate with its headquarters in Mainz. On January 1, 2012, the corporate form changed from a GmbH to an institution under public law .

The state-owned ISB is subject to the technical supervision of the Ministry of Economic Affairs . Further supervisory authorities are the Federal Financial Supervisory Authority in Bonn (banking supervision area) and the Rhineland-Palatinate Ministry of Finance (for sureties and guarantees).

history

Investment and Structural Bank Rhineland-Palatinate (ISB) GmbH (1993–2011)

In 1993, Rhineland-Palatinate was the first federal state to part with its shares in its Landesbank, LRP Landesbank Rheinland-Pfalz , and used the money to set up the state funding institute "Investment and Structure Bank Rhineland-Palatinate (ISB) GmbH". The then Minister of Economic Affairs, Rainer Brüderle , took the initiative . The state government of Rhineland-Palatinate ( Cabinet Beck V ) decided in 2011 to merge the two previous state funding institutions, the Landestreuhandbank Rhineland-Palatinate (LTH) and the original ISB , which was a GmbH, to form an institution under public law on January 1, 2012.

The ISB is the central promotional institute in Rhineland-Palatinate and, as a promotional bank, supports the state in its labor market, finance, urban development, environmental, transport, economic and housing policy.

One of the core competencies is supporting small and medium-sized companies. The ISB supports companies with low-interest loans and non-repayable grants as well as by granting sureties and guarantees. In addition, the ISB maintains various participations within the scope of its tasks, e.g. B. at the Mittelständische Beteiligungsgesellschaft Rheinland-Pfalz mbH (MBG) or at the VRP Venture-Capital Rheinland-Pfalz GmbH & Co. KG , for which it also takes over the management.

The second focus since 2012 has been housing subsidies, which was previously carried out by the Landestreuhandbank Rheinland-Pfalz.

Seat

ISB has had two properties in Mainz since 2012. The former headquarters of the LTH at Löwenhofstrasse 1 were added to the original headquarters of the ISB at Holzhofstrasse 4, which is located together with the Chamber of Crafts Rheinhessen in a building complex in the old town directly opposite the Römisches Theater station .

Board

Until 2009, Hans-Joachim Metternich was the management spokesman of the former ISB GmbH and Ulrich Dexheimer was the managing director. After Metternich's departure, Ulrich Dexheimer was appointed spokesman for the management and Hans-Ulrich Link was appointed managing director. From January 1, 2012 to October 31, 2015, ISB AöR had three board members: Ulrich Dexheimer (spokesman for the board), Hans-Ulrich Link and Jakob Schmid. After Jakob Schmid has retired, the ISB will continue to run with two board members.
