The NBank is the investment and development bank of the State of Lower Saxony , based in Hanover . On January 1st, 2004 it started its operative business. As an institution under public law, NBank belongs 100 percent to the state of Lower Saxony.

In Lower Saxony, NBank is responsible for advising on and approving funding programs from state, federal and EU funds.
