The KfW IPEX-Bank GmbH is a wholly owned subsidiary of KfW (Kreditanstalt für Wiederaufbau). It has been operating as a legally independent bank since January 1, 2008, subject to the German Banking Act. The main focus of her work is international project and export finance. The bank's headquarters are in Frankfurt am Main , where KfW IPEX-Bank uses the Westarkade , which was completed in 2010 .
prehistory
KfW, founded in 1948, used export and project finance (E&P) instruments as part of its business model very early on. In 1950 KfW was given this task. This branch of their business activity gained increasing importance in the eighties and nineties of the last century and not least for this reason called the competition watchdogs of the European Union on the scene, who saw the activities of KfW as a German promotional bank in the E&P sector as not in conformity with competition. This is mainly because this business activity within the protected area of a promotional bank protected by the German state did not take place under market conditions and thus an impermissible competitive advantage arose.
The outsourcing of KfW's international project and export financing goes back to an agreement between the Federal Republic of Germany and the Commission of the European Union on the establishment of legally independent promotional institutions in Germany.
The agreement provides that KfW may only use the refinancing advantages in the form of assumption of liability by the federal government for its original promotional activities defined in a catalog of tasks. According to the agreement, all activities going beyond this are outsourced to a credit institute organized under private law by the beginning of 2008, which operates under the competitive conditions of the market. On August 15, 2003, the German Bundestag implemented this agreement in the Development Bank Restructuring Act.
On January 1, 2004, the KfW IPEX-Bank brand (IPEX stands for “International Project and Export Financing”) was established as part of a four-year transition phase (the so-called bank-in-the-bank phase) . On January 1, 2008, it was spun off as a company in the legal form of a GmbH and is subject to full tax liability and, in particular, banking supervision , which does not apply to the parent company, KfW .
Strategic priorities and financing products
KfW IPEX-Bank is a special credit institute in the field of export and project finance . The tasks of KfW IPEX-Bank consist of financing in the interests of the German and European economy and are derived from the statutory mandate of KfW. The focus is on the provision of medium and long-term special-purpose financing to support the export economy, the development of the economic and social infrastructure as well as environmental and climate protection projects.
KfW IPEX-Bank is active in the basic industries, manufacturing, telecommunications, trade & health, energy & environment, shipping & ports, aviation & airports, rail & road transport, construction and PPP . Their financing offers range from classic delivery-related export credits and trade financing to complex project and structured financing in various currencies, including the integration of export credit insurance .

In 2019, KfW IPEX-Bank's new business volume was EUR 22.1 billion. In 2019, EUR 11.2 billion of newly committed loans were distributed across Europe, EUR 2.2 billion in North America, EUR 1.7 billion in Asia, EUR 1.7 billion in Latin America, EUR 1.6 billion in EUR on Africa and EUR 0.2 billion on Australia and Oceania. In 2019 KfW IPEX-Bank had an average of 745 employees.
