Frank Steffel (2011)

Frank Steffel (born March 2, 1966 in Berlin ) is a German politician ( CDU ) and entrepreneur . From May 2001 to May 2003 he was parliamentary group leader of the CDU in the Berlin House of Representatives . Since 2009 he has been a member of the German Bundestag and since May 2005 honorary president of the Füchse Berlin Reinickendorf sports club .

Life and work

School and study

After graduating from the Georg-Herwegh-Oberschule in Berlin-Hermsdorf in 1984, Frank Steffel studied economics at the Free University of Berlin (FU Berlin) and graduated in 1990 with a degree in business administration .

Promotion and withdrawal of the same

Frank Steffel was 1999 on the importance and development of entrepreneurs in the former East Germany after German unification in 1990 (pol rer. Dr.) At the University of Berlin as a doctor of economics doctorate .

In November 2017, Martin Heidingsfelder informed the Free University of Berlin that he had a well-founded suspicion of plagiarism in the dissertation in at least three extensive cases. Journalists from the Berliner Zeitung were able to understand the allegation and add further plagiarism.

The doctorate was withdrawn in February 2019 by a unanimous decision of the examination board and the Presidium of the Free University of Berlin due to "at least conditionally deliberate deception and violation of the requirement of academic honesty". The reason given was that “literal or almost literal takeovers had not been marked as such to a considerable extent”, although the sources mentioned by Steffel served to cover up, as it would not be evident “that [Steffel] literally or almost literally texts by other authors inserted into his dissertation “, nor the extent of the plagiarism .

With their justification, the Presidium and the Examination Board explicitly opposed the position of Steffel's doctoral supervisor Dietrich Winterhager, who had stated that from his point of view, "the citation method chosen by Frank Steffel was common in the entire Department of Economics at the time" and that he was not deceived . Steffel takes legal action against the decision of the university management to withdraw his doctorate; the lawsuit has been pending since February 27, 2019.

Professional background

Steffel was the owner of the Steffel group of companies based in Berlin, which was particularly active in the areas of interior design, home textiles and floor coverings and, according to its own information, employed 700 people across Europe. The company was founded in 1964 by Father Walter Steffels Steffelbauer with Bruno Thomas under the name & Co. Thomas founded. The group comprised more than ten companies of various sizes in Germany and Austria, mainly due to acquisitions and takeovers.

Frank Steffel sold his company to the Brothers Schlau group at the end of 2015 in order to be able to devote himself more intensively to other activities and his mandate in the Bundestag in the future. Steffel has been the owner of Steffel Management & Beteiligungen GmbH and other associated companies since 2016.

Voluntary work and family

Since May 2005 Steffel has been honorary president of the Füchse Berlin Reinickendorf sports club . On June 5, 2019, he was unanimously confirmed in office for another two years. The professional handball team rose to the handball Bundesliga in 2007 . During his presidency, the Füchse Berlin won the EHF Cup and the IHF SuperGlobe several times and became German Cup winners in 2014. Today the association has almost 4000 members (2005: 2000 members).

Steffel is married and lives in Berlin-Frohnau . He is the father of a daughter (* 2008) and a son (* 2012).

Steffel has been a CDU member since 1983, was chairman of the Junge Union in Berlin-Reinickendorf from 1985 to 1991 , has been a member of the regional executive committee of the CDU Berlin since 1989 and was also chairman of the CDU in Reinickendorf from 2001 to 2019. Steffel was a member of the Berlin House of Representatives from 1991 to 2009, where he was deputy parliamentary group chairman from 1999 to 2001 and from 2006, and parliamentary group chairman from 2001 to 2003. Steffel has been a member of the German Bundestag since September 27, 2009.

In 2014, Steffel was entrusted by the Presidium of the CDU in Germany with the management of the Federal Technical Committee / Commission Sport . He is a member of the Special Olympics 2023 committee in Berlin.

State politics and top candidate in the 2001 parliamentary elections

Steffel was deputy state chairman of the Berlin CDU from 2000 to 2001 and again from 2009 to 2017.

After Eberhard Diepgen was voted out as governing mayor on June 16, 2001 , Steffel was elected CDU top candidate and challenger to the new governing mayor Klaus Wowereit for the new election on October 21, 2001 . Steffels campaign was overshadowed by the beginning of public of several discussions on the CDU to the former Berlin CDU faction chairman Klaus-Rüdiger Landowski moored Berliner Bank scandal and not forgotten donations scandal around former Chancellor Helmut Kohl and the CDU in Hesse.

When he included Günter Schabowski in his “Inner Unity Discussion Group”, Berlin's SPD leader Peter Strieder complained that the GDR's chief propagandist, of all people, had been brought in on the subject of internal unity. His appearance on the ARD talk show by Michel Friedman also attracted criticism .

In the election on October 21, the CDU lost 17 percentage points and received 23.8 percent of the vote. It was just ahead of the PDS, which reached 22.6 percent and thus gained 4.9 percentage points. The SPD came to 29.7 percent (+7.3 percentage points), the FDP to 9.9 percent (+7.7 percentage points) and Alliance 90 / The Greens to 9.1 percent (-0.8 percentage points). Not only for the CDU, but also for Steffel himself, the election was a heavy defeat. The Berlin city magazine tip voted Steffel the “most embarrassing Berliner” of 2001.

After the election, Steffel was re-elected as parliamentary group leader of the CDU in the Berlin House of Representatives . Long internal party quarrels followed, during which the state chairman Diepgen and his successor Christoph Stölzl stepped down one after the other. Steffel also resigned as chairman of the CDU parliamentary group in May 2003. His resignation has been described in the press as a tactical move in the struggle for posts and influence.

At the district party conference of the Reinickendorfer CDU on January 21, 2006, Frank Steffel was nominated again as a candidate for constituency 6 ( Frohnau , Hermsdorf , Freie Scholle ) for the Berlin House of Representatives election 2006. He won the constituency with 9,349 votes (42.3 percent) and thus the highest absolute first vote result of the direct candidates in Berlin. From 2006 to 2009 he chaired the Committee on Economy, Businesses and Technology in the Chamber of Deputies.

During the ultimately successful coalition negotiations between the SPD and CDU after the 2011 parliamentary elections , Steffel was CDU negotiator for the economy. As part of these negotiations, the CDU could u. a. the abolition of the road expansion law passed by the red-red Senate in 2006, the introduction of a craftsman's vignette and a focus on the primary labor market and thus a far-reaching paradigm shift in labor market policy. Immediately after the negotiations on November 3, 2011, Steffel categorically rejected speculations about a possible position as Senator for Economic Affairs.

Bundestag candidacy in 2005 and mandate since 2009

On June 22, 2005, Steffel was nominated as a direct candidate for the 2005 Bundestag election at the constituency assembly of the CDU in the Bundestag constituency of Berlin-Reinickendorf (WK 78) with 87.7 percent of the votes cast . With a 37.8 percent share of the vote, he was defeated by his opponent Detlef Dzembritzki ( SPD ), who won the constituency directly with 42.5 percent of the votes. Steffel also did not enter the Bundestag via the state list.

On June 19, 2008, Steffel was nominated by his party in the same constituency as a direct candidate for the 2009 Bundestag election with 97 percent of the votes cast . On September 27, 2009 he won the direct mandate with 39 percent, the highest CDU result in all of Berlin. On September 14, 2012, with 93 percent of the votes cast, he was again nominated as a direct candidate for the 2013 Bundestag election in his constituency and on November 23, 2012, he was elected to fourth place on the CDU Berlin's state list. On September 22, 2013, he won the direct mandate for the German Bundestag again in Berlin-Reinickendorf with 45 percent, the best first vote result in Berlin. In 2017 he was re-elected directly to the 19th German Bundestag . With 36.8 percent it achieved the best first vote result for the CDU Berlin in Berlin and is 5.8% above the second vote result in the constituency of Berlin-Reinickendorf.

In the Bundestag, Steffel worked as a full member of the Finance and Sports Committee. In the finance working group of the CDU / CSU parliamentary group, Steffel is a reporter on the subjects of real estate transfer tax, double taxation agreements, real estate, privatization, consumer protection and money laundering. In addition, he is the deputy reporter on the subjects of property tax, employee equity participation, charitable status, volunteer work, association taxation, foundations and vehicle tax. In the working group on sport and honorary office of the CDU / CSU parliamentary group, he is a reporter for popular sport, major sporting events such as world championships, European championships and the Olympics, as well as for sport and the media.

On January 28, 2014 Frank Steffel was elected chairman of the CDU / CSU parliamentary group in the sports committee and honorary committee of the German Bundestag with a large majority . He is also a full member of the Finance Committee.

In the course of the establishment of the committees of the German Bundestag in January / February 2018 (19th legislative period), the CDU / CSU parliamentary group re-elected Frank Steffel as chairman of the sports and honorary committee.
