As the federal level , the highest is political level in a federal state ( State ) or confederation called.

The federal level generally comprises the highest instances and authorities , such as the federal president (head of state) , the federal government and federal ministries , representative bodies and representation of the sub-states or member states ( chambers of parliament ), supreme jurisdiction and federal law , the representation of the state as a whole externally ( Diplomatic service ) and all facts and matters that fall within the competence of a federal authority .
