State center for political education

from Wikipedia, the free encyclopedia

The sixteen state centers for political education of the German states are institutions for the promotion and deepening of political education and the civic sense of responsibility of the citizens of a country. In many task definitions, the consolidation of the free-democratic basic order and the promotion of democratic participation are also addressed. The state centers for political education act in a non-partisan way, but are affiliated to a ministry and, depending on the state, organized as a state institution or state institution, for example. They are independent of the Federal Agency for Civic Education (bpb) and represent their counterparts at the state level. As a joint offer for political education, the state headquarters provide the information portal for political education within the framework of a federal working group (BAG) , which is provided by the state agency for political education Baden-Württemberg is supported and developed.

history

overview

The Prime Minister's Conference of the Länder agreed in February 1954 to set up central institutions for civic education in all of the Länder. This decision was implemented very differently in the federal states of Germany and was only implemented gradually. Historical development and organizational characteristics and connection of the state headquarters vary from state to state. The predecessor organization of today's State Center for Civic Education North Rhine-Westphalia , the equivalent in Lower Saxony in 1955, was founded as early as 1947 . In the new federal states , the state headquarters were set up in the early 1990s.

Due to the educational federalism in Germany, there are centers for political education at federal and state level, which work independently of one another, but sometimes also cooperate. In the 1990s, the cooperation between the state headquarters and the federal agency for political education intensified at the level of publications, conferences and promotional work.

Lower Saxony special route (2005-2017)

The Lower Saxony State Center for Political Education was dissolved on December 31, 2004 for ostensibly financial reasons, following a resolution by the Lower Saxony State Government under Prime Minister Christian Wulff and Interior Minister Uwe Schünemann . This led to considerable protests, including by the Federal Agency for Civic Education . Educational tasks were then transferred to the Lower Saxony constitution protection agency, which led to criticism and protests. Alternatively, the tasks of the Lower Saxony state center for political education were also taken over by the Federal Working Group on Political Education Online . In April 2016, the Lower Saxony state parliament unanimously decided to re-establish a Lower Saxony state center for political education . It opened on January 25, 2017 and is headed by Ulrika Engler.

  • Teaching and learning materials for political education
  • Development of new methods and use of new information transfer techniques
  • Exhibitions and competitions
  • Development and coordination of a political education network "
  • Support and promotion of a pluralistic educational offer.

All of this should be guaranteed , both in the publications and in the events, through a high degree of impartiality and objectivity .
