It was founded following a resolution by the Prime Ministers of the German states in February 1954 to set up a separate state center for political education for each state.

Since 2008, the program work of the regional headquarters has been accompanied by an advisory board with an advisory function. Its purpose is to ensure that the offer is impartial. He is involved in determining the focus of work. At the suggestion of the Bremen citizenship, the Senate Chancellery appoints one member from each parliamentary group to the advisory board for the duration of a legislative period. In addition, up to five expert representatives of the social partners and science, as well as representatives of the Senate Chancellery and the Magistrate of the City of Bremerhaven are appointed.

Publications

The state headquarters maintains an information shop where publications on political education are available. The regional headquarters also publishes its own publications on the political system in the Hanseatic city.
