The State Center for Civic Education North Rhine-Westphalia is a state-owned, party-independent institution for civic education . It was founded in 1946 as the “Citizens' Education Center” and on October 1, 1967, it was renamed “State Center for Political Education”. After the state elections in 2017, she belongs to the Ministry of Culture and Science of North Rhine-Westphalia . It is based in the building at Haroldstrasse 4 in the government district of Düsseldorf . Since June 1, 2020, it has been led by Guido Wärme .

Organizationally, the regional headquarters are not linked to the Federal Agency for Civic Education (bpb).

The central task of the state center for political education is to strengthen the democratic-political culture in North Rhine-Westphalia. The basic goals of the state headquarters are to promote democratic competence, to support the integration of people with a migration background, to increase participation in political processes, to arouse interest in European and international problems, to strengthen political and civic engagement and to deal with them competently and critically to promote with media.

The state headquarters acts and informs independently and non-partisan. Their offers therefore reflect a broad spectrum of social and political orientations and basic convictions.

The tasks and goals of the state headquarters are based on the principles of the Beutelsbach Consensus of 1977, the Munich Manifesto of 1997 and the "Thoughts of the Conference of Ministers of Education and Cultural Affairs " of 1998.

Focus of work

The state headquarters pursues the goals of political education through the promotion of recognized institutions of political education in North Rhine-Westphalia, various events, a wide range of print media and the content of its homepage.

Currently, 30 employees work under the direction of Maria Springenberg-Eich in the regional headquarters, which is organizationally divided into five work areas (departments): Principle and funding, events, print media, multimedia, as well as the promotion of memorial sites and the culture of remembrance of the displaced.

The Principle and Funding Department oversees technical cooperation with the other state centers for political education and represents the state center externally. In addition, agencies and institutions for political further education are financially supported and supported in an advisory capacity. On request, groups of visitors from state parliament members can take part in lectures in the series of events Forum Political Education in Düsseldorf. The state center has also been offering political education for women since the 1970s.

In order to support people and institutions from North Rhine-Westphalia who are interested in political education, but also in topics from the areas of society, politics, history and economics as well as North Rhine-Westphalia, Europe and international affairs, the state headquarters has a wide range of offers through the print media department of books, brochures and work materials ready. These can be ordered inexpensively from the regional headquarters - also electronically - for an annual provision fee. The regional headquarters has also been awarding the Gustav Heinemann Peace Prize for books for children and young people since 1983. It is awarded in memory of Federal President Gustav W. Heinemann and his commitment to peace policy.

The event department offers seminars, panel discussions, readings and congresses on current topics with cooperation partners. The state coordination office against right-wing extremism has also been located here since 2008. In North Rhine-Westphalia, this can fall back on five partners of the mobile advice against right-wing extremism. The state coordination office is an interface between mobile advice on site and politics. It supports its cooperation partners, collects information on right-wing extremism in North Rhine-Westphalia and shows options for action in dealing with right-wing extremist patterns of thought and action.

The multimedia department is responsible for the conception, editing, purchasing and sales of electronic media. It makes themed DVDs, video podcasts and themed websites available to the general public for non-commercial use and oversees the social media activities of the regional headquarters.
