The Ministry for Health, Emancipation, Care and Old Age of the State of North Rhine-Westphalia (abbreviation: MGEPA NRW ) was one of twelve ministries in the state administration of the German state of North Rhine-Westphalia . With the formation of the Laschet cabinet , the ministry was dissolved in its previous form in June 2017 and divided among various other houses. Among other things, a new Ministry for Homeland, Local Affairs, Building and Equality for the State of North Rhine-Westphalia and the Ministry for Labor, Health and Social Affairs were created .

history

The health sector was originally created in 1970 within what is now the Ministry of Labor, Health and Social Affairs , and in 1998 it was outsourced and merged with the Ministry for Equality between Women and Men, created in 1990. At that time, the resulting department also performed the duties of the Ministry for Family, Children, Youth, Culture and Sport . The layout changed several times in the following years, most recently in 2010.

With the formation of the Laschet cabinet , the ministry in its form that had existed since 2010 was dissolved in 2017 and divided between various other houses. The already 2005-2010 under the Cabinet Rüttgers existing Ministry of Labor, Health and Social Affairs was after its allocation under the government power restored. The gender equality policy was that of the coalition of CDU and FDP newly created Department of Homeland, municipal, building and equality of North Rhine-Westphalia transferred - this was before the accession of the coalition of SPD and Greens in 2010 at the Ministry for Generations, Family, Women and Integration of the state of North Rhine-Westphalia .

The Ministry of Health, Emancipation, Care and Old Age had the task of helping to shape the healthy living conditions of the people in North Rhine-Westphalia.

In addition, the ministry, as the highest administrative authority in the country responsible for social security, carried out legal supervision in accordance with Section 87, Paragraph 1 of Book IV of the Social Code on the state-direct social insurance carriers in the field of health and long-term care insurance in North Rhine-Westphalia, which perform their tasks as corporations under public law with self-administration under their own responsibility. The Ministry for Labor, Integration and Social Affairs of the State of North Rhine-Westphalia was responsible for overseeing the state-run pension and accident insurance providers .

Furthermore, the ministry examined the business, accounting and operational management of the state-direct health and long-term care insurance funds as well as the regional associations of health and long-term care insurance in accordance with Sections 274 and 281 (3) SGB V and Section 46 (6) SGB XI. It also checked the medical services of the health insurance (MDK), the statutory health insurance and statutory health insurance associations, the committees and offices according to Section 106 SGB V, as well as parts of the risk structure compensation at the state-direct health insurance companies.

The ministry was based in Düsseldorf .

From July 2010 to June 2017, the minister of health Barbara Steffens ( Bündnis 90 / Die Grünen ) and State Secretary Martina Hoffmann-Badache were the heads of the ministry .
