history
A ministry responsible only for transport was founded when the first state government of North Rhine-Westphalia took office on August 29, 1946 - alongside the ministries for the interior , justice , finance , culture , agriculture , economics and the then separate ministries for labor and social affairs and a ministry for reconstruction . As early as 1950, under Prime Minister Arnold, the Ministry of Transport was merged with the Ministry of Economic Affairs to form a Ministry of Economics and Transport (see Arnold II cabinet ). During this time, the transport was also looked after by the Ministry of Economic Affairs.
It was not until 1985, when Cabinet Rau III took office , that an independent Ministry of Transport was created again, which was detached from the Ministry of Economic Affairs and, in addition to transport, also dealt with urban development and housing. In 1995 the Ministry of Transport was reunited with the Ministry of Economic Affairs, and urban development was transferred to the Ministry of Urban Development, Culture and Sport. In 2002, under Prime Minister Steinbrück, transport was again separated from the Ministry of Economics, a Ministry for Transport, Energy and State Planning was created (see Steinbrück Cabinet ). In 2005 , the Ministry of Transport remained independent under Jürgen Rüttgers , but with new responsibility for construction instead of energy (see Rüttgers cabinet ).
When the SPD returned to power in 2010 , Hannelore Kraft created a super ministry for economy, energy, building, housing and transport . In the first Kraft government, the transport department lost its independence again for two years until, under the second Kraft government in 2012, it again became independent from the Ministry of Economic Affairs as the Ministry for Building, Housing, Urban Development and Transport. With the combination of construction and traffic, the red-green state government restored the responsibilities as under the black-yellow state government from 2005 to 2010 .
When the Laschet Cabinet took over government in 2017 , not only was independence retained, but for the first time, as after the war, a ministry was established that dealt exclusively with the subject of transport, after the responsibility for building was transferred to the newly created Ministry for Homeland, Communal, Construction and equality of the state of North Rhine-Westphalia changed.
Organization of the Ministry
As of February 2015, the ministry comprised a total of six departments:

Transport area
- Department of fundamental questions of mobility , air traffic , shipping , logistics , railways , public transport
- Road Infrastructure and Traffic Department

- Urban Development and Monument Preservation Department
- Construction department
With the formation of the Laschet state government in June 2017, the three departments for building affairs and urban development moved to the newly created Ministry for Homeland, Municipal Affairs, Building and Equality .
Responsibilities of the Ministry
The Ministry formulated its tasks as follows:
- The tasks include maintaining, maintaining and developing the roads, rails, waterways and airports as well as cities and living space in the country.
This also includes the supervision of the State Office for Road Construction NRW (Straßen.NRW). It forms the subordinate area of the ministry.
Minister responsible for transport in North Rhine-Westphalia since 1946
The following tabular overview shows the transport ministers (or the economics ministers also responsible for transport) in North Rhine-Westphalia since 1946. It should be noted that other fields of competence that are now organized in separate state ministries, especially in the field of economic and construction policy, are taken over at the same time. The list of ministers in the article by the former Ministry for Economic Affairs, Energy, Building, Housing and Transport in North Rhine-Westphalia provides a remedy for this.
