Global Climate Certificate System

The GCCS - Global Climate Certificate System - is the proposal for a global CO 2 - emissions trading for the continuation of international climate policy after Kyoto . The concept was developed in 2004 by the German economist Lutz Wicke .

The starting point of the target , the CO, 2 concentration in the atmosphere over the long term at 550 ppm to stabilize and provide every country on earth incentives to participate in this convention. To this end, global human CO 2 emissions are to be limited to 30 billion tons annually for a period of at least 50 years from 2015 .

Ten US states have formed the Regional Greenhouse Gas Initiative (RGGI) to reduce greenhouse gas emissions in this market-oriented way.
